Procurement of planning and engineering design services in Oppland and Hedmark

The Norwegian Public Roads Administration east (hereafter the contracting authority) would like to enter into a framework agreement (hereafter the framework agreement) for the provision of planning and engineering design services for small and medium sized projects in Oppland and Hedmark counties.
The aim of the framework agreement is to assist the contracting authority professionally and with processes connected to assignments for small and medium sized projects if the contracting authority does not have the capacity to carry out the work itself:
— The need will mainly be within consultancy and engineering design services for preliminary projects, development plans with technical detailed plans, construction plans with tender documentation and follow-up in the construction phase. The necessary reviews and analyses in the mentioned project phases are also included as well as assistance with traffic safety work. Furthermore, the contracting authority can require other assistance, for example, the consultant can, in some cases, be temporarily located at the Norwegian Public Roads Administration.
— In cases where the contracting authority carries out projects itself. the framework agreement can be used to request individual disciplines and/or further capacity if the contracting authority cannot cover the need in its own organisation.

Beskrivelse av opsjoner:

The contracting authority will, based on the performed evaluations, carry out a total one-sided evaluation before the option is taken up. This shall occur by the end of the first and any second contract period. The evaluation can lead to the contracting authority not extending the framework agreement with the consultant(s), who have not performed in accordance with expectations. The decision shall be justified.

If the option shall be taken up, notification of the extension shall be sent to the consultant in writing, at the latest three months before the extension comes into force. The framework agreement will be for two years from when it is signed. The contracting authority has the option for an extension of the agreement for an additional 1 + 1 year. The maximum contract length is thus 4 years. See further details on the option in the tender documentation, D 2.16.

Økonomisk og finansiell stilling:

The tenderer shall have the requisite economic foundation to fulfil the contract obligations.

The tenderer shall have the the legal foundation necessary to fulfil the contract obligations. The tenderer must be registered in a company register as prescribed in the country where the tenderer is established.

Teknisk og faglig kapasitet:

Tenderers shall have the professional basis required to fulfil the contractual obligations and the basis stated in E1 Professional Competence general disciplines.

The tenderer's assignment manager must have managed the execution of at least three technical plans/development plans and managed the preparation of at least three construction plans with tender documentation. Tenderers can offer one or two assignment managers to fulfil this qualification requirement.

If two are offered, one of the assignment managers shall fulfil the requirement for experience with technical plans/development plans, and the other shall fulfil the requirement for experience with construction plans and tender documentation.*

* Regarding the requirement for the assignment manager(s)'previous experience within technical plans/development plans and construction plans with tender documentation respectively, attention is drawn to the fact that emphasis will be put on whether the person in question has such experience or not during the qualification assessment. The experience's performance will be evaluated as a part of the award criteria Total Competence.

All the following disciplines shall be covered and are to be seen as qualification requirements (cf. the tender documentation D 1.1):

— Planning, engineering design services (including 3D-engineering design services) and dimensioning of roads and streets including measures for pedestrians in accordance with Handbook N100/N200 and underlying handbooks.

— Area planning, planning process and preparation of development plans with provisions in accordance with the requirements in the Planning and Building Act.

— Landscape architectural competence.

— Tender documentation with the Norwegian Public Roads Administration's process code (handbooks R761 and R762) and preparation of this.

— Draining and water and sewage planning/engineering design services.

— Risk and vulnerability analyses.

— Town and populated place design/planning.

— Universal design.

— Impact assessments/analyses.

— Noise calculations and noise reducing measures.

— Signs and markings.

— Cost calculations.

— Traffic safety.

— Public transport planning.

— Responsible model 3D-model/coordination model.

(*Either in the company, by a working partnership or via sub suppliers documented by a binding statement, see D1).
