Procurement of planning and engineering design services in Oppland and Hedmark

The Norwegian Public Roads Administration east (hereafter the contracting authority) would like to enter into a framework agreement (hereafter the framework agreement) for the provision of planning and engineering design services for small and medium sized projects in Oppland and Hedmark counties.
The aim of the framework agreement is to assist the contracting authority professionally and with processes connected to assignments for small and medium sized projects if the contracting authority does not have the capacity to carry out the work itself:
— The need will mainly be within consultancy and engineering design services for preliminary projects, development plans with technical detailed plans, construction plans with tender documentation and follow-up in the construction phase. The necessary reviews and analyses in the mentioned project phases are also included as well as assistance with traffic safety work. Furthermore, the contracting authority can require other assistance, for example, the consultant can, in some cases, be temporarily located at the Norwegian Public Roads Administration.
— In cases where the contracting authority carries out projects itself. the framework agreement can be used to request individual disciplines and/or further capacity if the contracting authority cannot cover the need in its own organisation.
