The contracting authority would like external assistance who can assist with making information on selected parts of the rules user orientated, as well as identifying which parts of the rules the contracting authority ought to prioritise making user orientated. By rules we mean the Planning and Building Act, as well as the accompanying regulations and guidelines. Assistance is also wanted within user testing and project support, which can be used, amongst other things, to facilitate workshops.
3 framework agreements shall therefore be signed for different disciplines. Two year contract period with an option for up to a 1+1 year extension. Tenderers are free to use sub suppliers and collaboration partners. The working language must be Norwegian.

The service provider must be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country in which the service provider is established.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to carry out the assignment/contract.
Minste nivå(er) av standarder:
Credit evaluation/rating, not older than six months, and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.
Teknisk og faglig kapasitet:
1. The service provider shall have experience from a minimum of 3 similar contracts during the last 3 years.
2: The service provider shall have sufficient ability and capacity to fulfil the contract.
Minste nivå(er) av standarder:
1. Reference list with a description of the service provider's 3 most relevant assignments in the last 3 years. The reference list shall state when the delivery took place, what role the service provider had in the delivery, as well as who the contracting authority was for the delivery. The delivery's extent shall be stated, and it is desirable that the reference list includes information on the value of the delivery.

References will be contacted if needed to clarify relevance of the assignment. However, it is the service provider's responsibility to provide a description documenting relevance.
2. An account that substantiates that the service provider has the capacity to provide the requested assistance.
