A contract is sought for engaging a manager who has the proven ability to develop concepts and optimise the scope of agreements and policy documents regarding costs, quality and deadlines.
Over the last few years Marintek, together with NTNU, industrial stakeholders and in close collaboration with Industry and Fisheries Ministry, has focused efforts to bring about a future marine technology knowledge centre, known as the Ocean Space Centre (OSC). The objective of this initiative is to help ensure Norway's and Europe's position as an international leader in the use of the value creation opportunities inherent in oceans.
The Industry and Fisheries Ministry is now searching for an experienced project manager for a full-time position for the development of the concept and the optimisation of the scope of the OSC project. The assignment is to develop the concept and optimise the scope; this is expected to take about 12 months. The contracting authority has an option to extend the contract in accordance with BP2.

— Experience with project management and development of large, intensive and multidisciplinary development projects in the past three years.

1. CV of the tendered person.
2. The reference list should contain a more detailed presentation of up to three particularly relevant reference projects conducted over the past three years. For each reference project the following information must be given:
— The project name.
— Description of type of project, including the contract form.
— Size of the project in area, if possible
— Name of Contracting Authority and time of execution.
— The consultant's responsibilities, tasks and monthly work associated with the project.

— The project manager's qualifications (50 %)
— The contracting authority will review previous work with project management and development of large, intensive and multidisciplinary development projects. In addition, the contracting authority will evaluate the tenderer's ability to understand the complexity of the development of intensive research infrastructure, interact with, and make use of, relevant user expertise. The employer will also emphasise the tenderer's ability to work together and coordinate work across disciplines, and to motivate project staff. If the tenderer proposes using a project team to complete the assignment, the project manager will be weighted at 80 % and other project team members at 20 %, approximately distributed.

The contracting authority will emphasise experience from projects that have been completed in accordance with the Ministry of Finance's quality assurance Regulation (KVU/KS1/KS2) or experience of large public works projects). Emphasis will be placed on:
