Procurement of a smart house platform and basic package of welfare technology for Skøyen terrasse Omsorg+

The following guidelines on smart house technology are given in Town Council Notification 1/2008 on future care for elderly persons in Oslo:
‘The council wants the new Welfare+ projects to assess whether and to what degree the use of smart house technology can improve safety and securiuty for residents.’

The Ullern district has, since Welfare+ was established in Oslo municipality, been able to offer this in existing premises in Skøyen terrasse 1. The installation of all components mentioned in the specifications that apply for new buildings for Welfare+ is, therefore, not relevant.
Ullern district would therefore like to enter into a contract with an established supplier in the market who has experience from similar installations. The supplier must also have sufficient capacity, manpower and competence to carry out the work in a quick and efficient way. In addition there will be requirements regarding professional operation, service, maintenance and training. The supplier can use sub suppliers for the assignment.
The municipality shall first procure:
— Network for operating the technological welfare platform
— Technological welfare platform with open, standardised protocols
— Software
— 30 touch screens, with an option for up to 35 screens as and when more users join the system.
— Training, service, operation and maintenance for the period 1.9.2014-31.8.2017
— Option for a further 1 year of training, service, operation and maintenance
At the end of the contract the contractual objects shall be the contracting authority's property.

The contract is subject to resources in the budget for the procurement.
