Procurement of a small children's book bus

Tromsø kommune

Tromsø municipality c/o the Library and Town Archive, would like to enter into a contract for the procurement and delivery of a small children's book bus for use in Tromsø and surrounding municipalities. The bus shall first visit schools and nurseries in a wide geographical area. The bus will meet challenges, especially in the winter, from large snow falls and icy roads.
The bus shall replace a previously built book bus, which will be phased out after this procurement.
The bus is driven and run by a library employee, who undertakes the driving and daily maintenance of the bus as well as operation of the library part. The book bus also has a contract with 2 of our neighbouring municipalities. The size of the schools varies from the smallest schools with approx. 25 pupils to the largest that have up to 500 pupils. Our users are therefore mainly from nursery age up to and including secondary school pupils. On some routes there are two library employees to serve the bus. It is important that the design of the bus is easy to drive and easy to operate, so that work in the bus does not create unnecessary wear and tear. The bus is driven approx. 10 000 km per annum.

The tenderer is asked to provide information on their organisation and turnover in an extent that gives Tromsø municipality an accurate picture of the company. Documentation requirement: Tenderers shall fill in annex 1 and enclose this with the tender.

The tenderer is required to have a legally established company. Documentation requirement: Company registration certificate.
Tenderers are required to have fulfilled their tax and VAT payment obligations. Documentation requirement: Tax and VAT certificates, not older than 6 months. Norwegian tenderers can get the certificates from the local tax collection office or tax office. Norwegian tenderers who are not subject to VAT must provide confirmation of this from the National Tax Board. Foreign suppliers must provide certificates from authorities equivalent to the Norwegian ones.

Tenderers shall meet the requirements of Norwegian legislation with regard to health, safety and the environment. Documentation: Tenderers shall fill in and sign the attached HSE self-declaration, annex 2.
Tenderers must have wage and work terms that are in accordance with the general tariff agreements or nationwide tariff agreements for the actual area covered in the contract for the part of the contract that deals with service and repairs. Documentation requirement: Tenderers shall enclose a self-declaration confirming that the wage and work terms are in accordance with the general tariff agreements or nationwide tariff agreements, see annex 3.

Økonomisk og finansiell stilling:
Tenderers are required to have sufficient financial solidity so that they have the financial ability to fulfil the contract. The following will be an object for evaluation: The tenderer's solidity, liquidity and financial ability to fulfil the contract and carry any loss on the actual and other contracts. Documentation requirement: The company's last two annual accounts, as well as the turnover for the products included in the contract. As a minimum this should contain the Board's statement, profit and loss statement, balance sheet, and notes. In addition the auditor's report is to be enclosed.

Teknisk og faglig kapasitet:
The tenderer is required to have experience from equivalent contracts. Documentation requirement: Tenderers must described a minimum of three references with the value, date, customer name and contact persons from equivalent deliveries for the assembly and installation of the products in the contract during the last three years. Preferably references from public entities.
