Porsgrunn kommune

The aim of the procurement is to fulfil the need for sheltered accommodation flats in Porsgrunn. The municipality has decided that 20 sheltered accommodation flats shall be established in the centre of Porsgrunn. The target group for these flats shall be elderly persons. The sheltered accommodation flats shall be established and sold by private actors to those nominated by the municipality. The municipality shall have the right to award the flats to elderly persons over a period of 30 years. As remuneration for the right, the service provider shall receive a share of the awarded investment grant from the Housing Bank of Norway.

Requirements:
The contractor shall have an orderly system in relation to payment of tax.
Documentation:
Tax Certificate, issued by the Tax office or the Tax Collection Office (form RF-1244). The Tax Certificate must not have been issued more than 6 months from the application deadline.
Foreign contractors are to provide authorisation from the corresponding authorities in the countries where they are registered for tax.
If the authorities in respective countries do not issue such authorisation, the contractor must provide a declaration form regarding whether there is arrears on tax and if so the size of this. The self declaration must be signed.
The contractor shall have an orderly system in relation to payment of VAT.
VAT Registration Certificate (Certificate for payment of VAT issued by the Tax Office or Tax Collection Office (form RF-1244)) that are not issued more than 6 months before the deadline expires.
If the authorities in the county concerned do not issue such certificates, the supplier must provide a declaration stating whether there are any tax in arrears and if so the size of this. The self declaration must be signed. In addition there must be written confirmation that such certificates are not issued in the country.

The contractor must be a legally established company.
Foreign contractors must prove that the company is registered in a professional register or business register as prescribed in legislation in the countries where the contractor is established.
Service providers who shall perform work in Norway must meet the requirements for health, safety and environment that the Norwegian authorities at any time establish.
A HSE self-declaration (See the annex to the Public Procurement Regulations) is to be filled in and enclosed with the application.

Requirements:
A satisfactory financial ability to fulfil the project is required.
Documentation:
The auditor's report from the last year that shows that the company has the financial basis for continued operation.
If the tenderer is not obliged to have an auditor, the accounts for the last accounting year can be enclosed as an alternative.
Teknisk og faglig kapasitet:
Requirements:
The service provider shall have a good ability to fulfil the contract.
Service providers are required to have the competence to fulfil the project. (Property development and establishment of a housing association).
Documentation:
The service provider shall prepare a competence matrix for each area of responsibility/profession.
The service provider must document that he has resources for the following areas of responsibility: Project manager, architect, engineering design services as well as competence in the establishment of a housing association.
The service provider shall submit a description of personnel with education and professional qualifications that the service provider can utilise within each of the general and special areas of responsibility. For each individual area of responsibility, it shall be stated which company shall conduct the assignment (with use of sub-suppliers). Cvs of all the key persons listed above shall be enclosed.

Service providers are required to have experience from similar contracts. (Property development and the establishment of housing associations).

The service provider is required to posses or be able to obtain necessary government approvals for completing the contract.
— Valid proof of central certification for the right to be responsible in development class 2 for SØK and PRO respectively.

Service providers are required to either have to will have a suitable site/property in the centre of Porsgrunn. The site must be within the area borders as shown on the map attached as annex 1, the actual area is marked on the map in brown.
— Description of the site/property with the address and cadastral and property numbers.
— Sketch that shows that the property can be used for 20 sheltered accommodation flats.
— Print out from the land register that confirms the availability of the property.
— Documentation that the service provider has the right to use the site/property.
— A good, efficient Quality Assurance System is required.
— A statement of the service provider's quality assurance-/ management system to ensure that the assignment is carried out in a legal and most efficient and purposeful manner, including systems to ensure protection of interdisciplinary environment- and climate requirements.
