The contracting authority invites tenderers to a competition for regular cleaning (daily) cleaning Monday — Friday carried out in accordance with NS-INSTA 800 at three schools in Lier municipality. They are Hallingstad school, Tranby school, Tranby library, Tranby Hall and Hegg school.

Tax certificate — Requirement: Tenderers must have submitted their tax assessments and paid tax and payroll tax. Documented by: Tax certificate. The certificate shall not be older than 6 months calculated from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must also be provided for them.

VAT certificate — Requirement: Tenderers must have submitted their VAT assessments and paid VAT. Documented by: VAT certificate. The certificate shall not be older than 6 months calculated from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates for VAT must be provided for them as well.

Company Registration Certificate — Requirement: Tenderers shall be a legally established company, this also applies to any sub-suppliers. Documented by: Company Registration Certificate or equivalent from the applicant's home country.

HSE Declaration — Requirement: The tenderer shall vouch for the company operating systematically to fulfil requirements in health, environment and safety legislation and that they satisfy internal regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the Contracting Authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Documented by: Signed HSE self-declaration.

Wages and working conditions. Requirement: Applicants and any sub suppliers without a tariff agreement shall have at least the wage and working conditions that are in the regulations on the general application of the tariff agreement for cleaning companies, laid down by the Tariffnemda 21.6.2011 pursuant to the Act dated 4 June 1993 no. 58 on the general application of tariff agreements etc. (the General Application Act)§ 5. Documentation of wage and working conditions

Binding statement. Requirement: Tenderer shall have jurisdiction over any sub-suppliers. Documented by: A signed binding statement if sub-suppliers are utilised.

General Purchasing Terms. Requirement: Tenderer shall have read, understood and accepted Lier municipality's general purchasing terms. Documented by: Signed Acceptance Form for general purchasing terms.

Økonomisk og finansiell stilling:

The applicant shall have a credit rating of at least A/AN. Lier municipality will collect this information from Bisnode (previously AAA Soliditet AS) in weeks 48-49.

Applicants shall have proper financial operations. Presentation of the company's annual accounts or extracts thereof for the last 2 years.

Teknisk og faglig kapasitet:

Statement regarding company's health, environment and safety policy.

The service provider shall have experience from similar contracts. Documented by: A list of the company's most important deliveries, including value, date and recipient.

Applicants are required to have a well functioning quality assurance system at delivery level.

Applicants are obligated to source sort in accordance with Lier municipality's guidelines. Applicants are obligated to comply with all the requirements that Lier municipality is obligated to comply with for the environmental lighthouse certification. Requirement: Copy of certificate NS-EN ISO 14001, environmental lighthouse or equivalent.

An account of the applicant's inspection routines in accordance with NS-EN INSTA 800 that show that one has competence to fulfil the assignment, as well as functioning quality assurance system at delivery level. Documented by a copy of a certificate ISO 9000 or equivalent as well as an account of the company's quality assurance system in accordance with NS-INSTA 800.

The offered personnel for this assignment are required to understand written and oral Norwegian. Requirement: Confirmation from the applicant.
