The County Governor of Oslo og Akershus has set requirements for the termination and after operation of the depot at Grønmo.To meet these requirements it is necessary for a planning group for detailed planning of selected solutions from the pilot project as well as monitoring of the execution phase.

Obligatory and mandatory requirements:
The supplier shall have an orderly system in relation to payment of tax and VAT.
The supplier shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
Documentation requirement:
Tax Certificate for respectively tax and VAT, not older than 6 months.Certificates can be obtained from your local tax collection office or at the tax office.
Foreign suppliers must provide certificates from equivalent authorities to the Norwegian ones.
HSE declaration, completed and signed, not older than 6 months.
Requirements:
The supplier shall be a legally established enterprise.

— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.
Økonomisk og finansiell stilling:
Requirements:
The supplier shall have a good credit rating.
Documentation requirement:
The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
In addition REN will obtain a credit assessment from Experian which will be used as a basis in the evaluation.
Teknisk og faglig kapasitet:
Requirements:
1) Relevant experience with planning of equivalent assignments is required, including experience with landfill gas plants and leachate management.
2) Good capacity and execution capabilities are required.
3) Central authorisation in class 2 is required for the disciplines offered
4) It is a requirement that the project designers use a quality system which fulfils the requirements of NS-EN ISO 9001:2008.
Documentation requirement:
1) The supplier's most important projects over the last 5 years, including their value, time frame and recipient/contracting authority.
2) Description of the supplier's total manpower with relevant expertise to meet the task (not CV).Organisation chart shall be attached.
3) Copy of central authorisation, or other documentation which documents the competency.
4) Give a short statement about the quality system and a description of how quality assurance is carried out.Minimum systems for identification of requirements (laws, regulations etc.) inspection of documents, interdisciplinary control and drawings management.
