Phase 1 — Pre-qualification: Digital operational radio for four energy companies

NTE Nett AS, Trønderenergi Nett AS, Helgeland Kraft AS and Nordlandsnett AS have established a joint project for the procurement of a new digital operational radio system to replace the current analogye VHF network.
Helgeland Kraft AS invites relevant suppliers, on behalf of the four energy companies, to a pre-qualification for the delivery of such a system.
The procurement process will be carried out in two stages/phases, of which this notice is phase 1 — Pre-qualification Qualified suppliers will then in phase 2 be invited to a final tender contest.
Application for qualification:
All applications must be submitted electronically via the Mercell portal at www.mercell.no within the deadline. Late applications will be rejected. (The system does not allow applications to be sent in electronically via Mercell subsequent to the deadline).

It is recommended that the application is submitted well before the deadline, for example a minimum of 1 hour before the deadline expires.
In the event that additional information from the Contracting Authority leads to you want to revise your application before the deadline expires, you can go in and open the request, make changes and resubmit right up until the deadline expires. The final received application will be seen as the final application.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

— Tax certificate: Norwegian companies: Tax certificate issued by the chief municipal treasurer (form RF-1244), not older than six months calculated from when the deadline expires. Foreign companies: Certificate issued by the relevant authority in the tenderer's home country that confirms that the supplier has fulfilled his obligations relating to duties in accordance with the legal provisions in the country where the supplier is established. (Documentation is to marked 'Annex 1.1- Tax certificate').

— VAT certificate: VAT certificate issued by the tax collector (form RF-1244), not older than six months calculated from when the deadline expires. Foreign companies: Certificate issued by the relevant authority in the tenderer's home country that confirms that the supplier has fulfilled his obligations relating to duties in accordance with the legal provisions in the country where the supplier is established. (Documentation is to marked 'Annex 1.2 — VAT certificate').

— Company registration certificate: Norwegian companies: Company registration certificate. Foreign companies: Certificates for registration in a trade register as mandated in the law in the country where the supplier is established. (Documentation is to marked 'Annex 1.3 - Company registration certificate').

HSE: A self-declaration is required in accordance with Regulations' Attachment 2 on HSE The documentation is to be marked 'Annex 1.4 - HSE self-declaration').

Økonomisk og finansiell stilling:

— The company shall have a good economic and financial position and the supplier shall have the financial capacity to fulfil the contract: Documentation: A credit rating of the supplier that is not older than six months calculated from when the deadline expires. The assessment shall be issued by a company with a credit reporting license from the Norwegian Data Protection Authority, see www.datatilsynet.no

The result of the credit assessment must be given as a graded value (letters or numbers) on a defined scale. If an applicant's credit rating is not satisfactory, it can be compsated by guarantees from a bank and/or parent company with a satisfactory credit rating. Presentation of the accounts from the last available accounting year that show the supplier's turnover. (Not required if the accounts' key figures are shown in the credit rating). Documentation is to be marked 'Annex 1.5 - Financial capacity').

Teknisk og faglig kapasitet:

— Sufficient capacity: The supplier's total manpower within relevant trades. If a company does not have the necessary qualifications itself, but will use other suppliers to be qualified, equivalent documentation for these must be presented. The documentation is to be marked 'Annex 1.6 - Manpower'.

— Statement regarding the company's quality assurance system/quality management system. Documentation is to be marked 'Annex 1.7 - Quality assurance system'.

— The company shall have satisfactory technical and professional qualifications as regards this contract, including management/coordination of engineering design services and completed assignments of the same nature, complexity/degree of difficulty and extent/size: Documented by the supplier's most important contracts in the last five years, including their value, date and contracting authority. The company and reference persons must be stated. In cases where the company does not have the necessary qualifications, but relies on other suppliers to be qualified, equivalent documentation must be enclosed for them, as well as a binding statement. Documentation is to be marked 'Annex 1.8 - Reference project'.
