The aim of the procurement is to ensure transport by land for patients who, due to medical reasons or due to a lack of public transport, cannot use scheduled transport. The tender enquiry is for the procurement of patient journeys by land paid for by requisition in the area Evenes class A.
Service providers shall be qualified to carry out passenger transport in Norway, cf. the Commercial Transport Act § 4.

The extent is given based on historical figures for the period 1/7-2011 - 30/6-2012. The total gross annual turnover in the municipalities in the period was 3 225 000 NOK. The estimated number of journeys is divided between internal municipal journeys and those crossing municipalities. There is greater uncertainty connected to the number of journeys and the division, than the turnover. Attention is drawn to the fact that the volume is for the entire municipality, whilst the contract areas deviate from the municipalities in some areas. The estimate does not give any guarantee for future volume. Variations can occur, including a decrease in the volume. The transport classes are new divisions, for which there are no historical figures. The contracting authority's need within each class cannot therefore be stipulated.

There is the option to submit tenders for parts of the assignment. Tenders can be submitted even if the tenderer cannot cover the total volume within the area. The contracting authority reserves the right to accept entire or parts of tenders. The contracting authority can enter into contracts with one or several service providers as long as there is a need for further service providers to cover the contracting authority's needs.

Use of sub suppliers or other companies' economic or professional resources.

Service providers that will use other companies' capacity for the contract must document that they have or will have the necessary right to use these resources by a binding statement etc. The documentation shall be enclosed with the tender.

1) Service providers shall not have tax arrears without a justifiable reason.

Documentation requirement: Norwegian service providers shall enclose tax certificates for VAT from the tax collector (the county tax office) and a tax certificate issued by the chief municipal treasurer. These certificates must be presented before the deadline for tenders and must be no more than 6 months old as at the deadline for tenders. If there are tax arrears, the reason for this shall be given, and any documentation is to be enclosed.

2) Service providers who shall carry out work in Norway shall fulfil legal requirements in Norway as regards health, environment and safety (HSE).

Documentation requirement: Service providers shall enclose a HSE self-declaration (see annex 5) signed by the manager and a representative for the employees. This self-declaration must be submitted before the deadline for tenders.

3) The service provider is required to have a legally established company. Documentation requirement: Copy of a company registration certificate shall be sent before the deadline for receipt of tenders expires.

Økonomisk og finansiell stilling:

4)Service providers are required to have good solidity, i.e. positive equity.

Documentation requirement: The last annual accounts or annual report to the Brønnøysund Register Centre and any recent information that is relevant for the service provider's economic and financial situation. Alternative documentation: Other documentation that proves that the company fulfils the prerequisite of continued operations in accordance with the laws and regulations.

5) Service providers shall be qualified to carry out passenger transport in Norway.

Documentation requirement:

Licence for non-scheduled passenger transport issued by a competent licensing authority or a declaration from the licensing authority that such a licence will be issued to the service provider if a contract is signed with the contracting authority, cf. the Commercial Transport Act § 4. This self-declaration must be submitted before the deadline for tenders.

Alternative documentation: Valid licence exemption from the correct authority/dispensation from licensing obligation.
