Parallel framework agreements for the hire of machines with and without drivers

The Water and Sewage Department (VAV) has an annual average need to hire seven 15-18 ton wheel excavators with drivers for their 7 stand-by teams (investment projects). In some cases there will also be a need for excavators on catarpillar tracks.
The number of assignments can vary. The contracts can be used by the entire department.
In addition there is a need to hire in a drilling rig with and without a driver for some assignments for drilling rock in ditches. Furthermore, the department needs to hire larger excavators with and without drivers for deep ditches and small excavators with and without drivers for work on minor assignments or assignments that are difficult to access. The excavators 15-18 tons shall be equipped with rotators. The excavators must have access to (can use) other types of shovels, spikes, compressing equipment etc. if needed.
The contract shall also include the hire of other site machines and equipment, for example, dumper trucks and excavator on catarpillar tracks.
VAV would like to enter into parallel framework agreements with several suppliers, provided that there are a sufficient number of suitable suppliers and tenders.
Tenders can be submitted for 1 or several of the assortment groups below. Each assortment group will be evaluated and awarded a contract separately. Due to administrative considerations, only one contract will be signed with each supplier Each contract can include several assortment groups.
VAV will enter into a framework agreement for the following assortment groups:
1) Excavator 5 tons (0.8-8 tons) (without a driver),
2) Excavator 14 tons (12-15 tons) (without a driver),
3) Excavator 14 tons (12-15 tons) (with a driver),
4) Excavator 18 tons (15-18 tons) (without a driver),
5) Excavator 18 tons (15-18 tons) (with a driver),
6) Excavator 20 tons + (without a driver),
7) Excavator 20 tons + (with a driver),
8) Drilling rig for hole diameter (35- 38 mm) (without a driver),
9) Drilling rig for hole diameter (35- 38 mm) (with a driver),
10) Dumper truck on catapillar tracks (1.0- 2,5 tons) (without a driver).

Egnethet til å utøve yrkesvirksomheten:
Requirement:
— The supplier shall have his tax and VAT payments in order.
— The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
— The supplier must be a legally established company.
Documentation requirement:
— Tax Certificate for tax and VAT respectively, not more than 6 months old. The certificates can be obtained from the local tax collection office or the tax office. Foreign suppliers shall present certificates from equivalent authorities as the Norwegian authorities.

Requirement:
The supplier must have the economic capacity to carry out the assignment/framework agreement.
Documentation requirement:
— The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.

— Credit evaluation/rating, not older than three months, based on the last known accounting figures. The entire credit evaluation report must be supplied and it must contain key figures for the last 3 financial years. A credit assessment/rating should be carried out by an officially approved credit evaluation institution.

Teknisk og faglig kapasitet:
Requirement:
The supplier shall have experience from similar contracts.
Machines without drivers
(Groups 1, 2, 4, 6, 8 and 10):
Experience from the hire of equivalent machines and equipment
Machines with drivers (Groups 3, 5, 7 and 9):
— Good experience is required with excavation in town streets with aerial electricity cables.
— Good experience is required within excavating ditches, ditch boxes, sheet piling, earth cable etc.
Documentation requirement:
— A list of the most important deliveries or services performed during the past 3 years, hereunder information about the value, time frame, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the supplier will be accepted.

— A statement of the supplier's average workforce and the number of employees in the administrative management during the last 3 years.
(Organisation plan)
— A report of the implements, machinery, tools, materials or technical equipment at the disposal of the tenderer for execution of the contract.
— The supplier shall have a well-functioning quality assurance system for the services that will be provided.
— Certificate for the company's quality system/management system issued by independent bodies that confirms the supplier fulfils certain quality assurance standards, for example ISO 9001:2008 or equivalent. The contracting authority also accepts other documentation that shows that the supplier has equivalent quality assurance measures. As a minimum, a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this contract must be given.

Suppliers must, when submitting a request for participation, state whether the request is for 1 or several assortment groups and state the groups in question.
