Parallel framework agreements for geotechnical, geological and environmental engineering surveys as well as geotechnical and geological engineering design services for the department's projects and units

VAV needs to establish three parallel framework agreements to cover the department's need for geotechnical, geological and environmental engineering surveys and geotechnical and geological engineering design services in the department's projects and units.
Regarding the environmental engineering surveys, the new framework agreements will come into force from 1.6.2016.

Requirement:

— The service provider shall have their tax and VAT payments in order.

— The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).

— The service provider shall be a legally established company.

Documentation requirement:

— Tax Certificates for tax and VAT respectively, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office.

Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.

— The attached HSE self-declaration filled in and signed.

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the service provider is established.

Økonomisk og finansiell stilling:

Requirement:

The service provider must have the economic capacity to carry out the assignment/contract.

Documentation requirement:

The company's annual accounts for 2012 and 2013, which include the board's annual report, the profit and loss accounts, the balance, notes and the auditor's report.

And

Credit evaluation/rating, not older than three months, based on the last known accounting figures. The entire credit evaluation report must be supplied and it shall contain key figures for the last 3 fiscal years. The credit rating shall be carried out by an publicly certified credit rating institution.

Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.

Teknisk og faglig kapasitet:

Requirement:

Relevant experience is required from corresponding assignments including:

— Geotechnical, geological and environmental engineering ground surveys shall be carried out.

— Geotechnical and geological engineering design services.

— Preparation of environmental engineering initiative plans.

— The service provider shall have sufficient capacity and execution capabilities.

— Able to handle several parallel assignments.

— The service provider shall have a well-functioning quality system/management system appropriate for the content of the framework agreement.

— A good, effective environmental control/environmental management system is required.

Documentation requirement:

— A list of the most important deliveries or services performed during the past 3 years, hereunder information about the value, time frame, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the supplier will be accepted.

CVs shall not be submitted as documentation for this requirement.

— A description of the service provider's technical personnel or technical units the service provider has at their disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control.

— Certificate for the company's quality system/management system issued by independent bodies that confirms the service provider fulfils certain quality assurance standards, for example ISO 9001:2008 or equivalent. The contracting authority also accepts other documentation that shows that the service provider has equivalent quality assurance measures. As a minimum, a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this contract must be given.

— An account of the service provider's environmental management system. If the service provider is certified, it is sufficient to attach copies of certificates issued by the independent body. Reference is made in this regard to EMAS (the community scheme for environmental management and environmental audits) or to equivalent environmental management standards based on relevant European or international standards.
