Norges Bank

Norrges Bank shall enter into parallel framework agreements for accounting assistance.
The assignments will have the following character:
— Preparation and documentation of Norges Bank's finance accounts in accordance with Norwegian accounting rules and IFRS including accounts reporting for the Government's pension fund abroad.
— Contribute to develop the bank's accounting principles in accordance with IFRS
— Assist with all types of financial accounting reporting
— Operational tasks within accounts and reporting
— Follow up of the wage function and loans to employees
— Project management within accounts/finance
— Process review and improvements to the finance processes
— Assist in budget processes and reporting with action plans
— Other ad-hoc accounting and finance assignments
— Professional questions connected to pension, wages and VAT/international VAT
The place of work will be Norges Bank's main office, Bankplassen 2, 0151 Oslo, Norway.

The total scope of the assignments to be awarded in the following years is expected to be in the range 0 ot 3 million NOK. excluding VAT per annum. Please note that there is great uncertainty around the agreement's volume. Previous experience suggests that the demand can vary up or down from year to year. Norges Bank draws attention to the fact that the framework agreements are not exclusive with the chosen service provider and that the framework agreement in itself deos not involve any purchasing obligation.

Egnethet til å utøve yrkesvirksomheten:
The service provider shall have settled conditions regarding the payment of taxes and VAT.
Tax certificate for tax issued by the tax office/municipal cashier (shall not be more than 6 months old).
Certificate for paid VAT issued by the tax collector (shall not be more than 6 months old).
These requirements also apply for sub-providers.
The service provider shall have a functioning HSE system.
HSE Declaration
The service provider shall be a legally established business.
Company Registration Certificate (Norwegian tenderers)
Registration certificates from professional registers as determined by legislation in the countries in which the service provider is established (remaining tenderers).
Økonomisk og finansiell stilling:
The service provider must have the economic capacity to carry out the assignment/contract.
The company's most recent annual report, with financial statements, including new information of relevance to the company's fiscal figures.
Teknisk og faglig kapasitet:
The service provider shall have sufficient capacity to be able to carry out the assignments.
Tenderers shall give a brief description of their organisation.
The company must have at least 30 employees in the company.
Overview of competence and the number consultants who can carry out the assignment in accordance with the description in point 1.5.
The service provider must have sufficient professional qualification to be able to carry out the assignments.
Description of the company's and the team's professional qualifications in accordance with the description of the assignment in point 1.5.
The company must document that the available resources have knowledge of IFRS, Norwegian law and accounting principles, including the Bookkeeping Act, financial management and internal control of financial reporting.
The company must confirm that the available resources…
… have good knowledge of wages and pensions.
… have at a minimum of bachelor exam and 2 years relevant experience in easier accounting assignments, minimum masters exam and 4 years relevant experience and a minimum masters exam and 6 years relevant experience including management experience for more complicated assignments.
… understand Norwegian and English very well, both written oral.
… can use normal programmes including office programmes, as well as an understanding/knowledge of accounting systems.
The company shall give an overview of relevant experience connected to the competence areas in point 1.5., both completed and ongoing in the last three years, with the name of the customer, date, services provided and the extent of the provision.
Requirement for commitment statement:
If the plan is to use other companies'capacity, such access is to documented by a binding declaration that covers the framework agreement's duration. Such a declaration shall document that the company has the necessary right to use the sub supplier's capacity. Norges Bank accepts only one chain of sub-providers
