It is a criterion that a tenderer shall have fulfilled its obligations in connection with payment of tax and VAT.
1. Tax certificate. In Norway certificates are issued by the city or municipal treasurer.
Tenderers from other countries must attach an equivalent certificate from the country in which they are incorporated.
2. Certificate for VAT payments. In Norway certificates are issued by Skattefogden (the Tax Office). Tenderers from other countries must attach an equivalent certificate from the country in which they are incorporated.
The certificates must be issued on form RF-1244 from Skattedirektoratet (the Directorate of Taxes) or another form that contains the same information.
The certificates must not show significant arrears. The certificates shall not be older than 6 months from the delivery date for the tender.
It is a criterion that the tenderer is a legally incorporated enterprise. A certificate from Foretaksregisteret (the Register of Business Enterprises) or a certificate of registration in the comparable professional register in accordance with the legislation in the country in which the tender is incorporated.

For sole traders, the register print-out from Enhetsregisteret (the Central Coordinating Register of Legal Entities) and Foretaksregisteret (the Register of Business Enterprises) will be considered equivalent to a Certificate of Incorporation.
The certificate shall not be older than 6 months from the delivery date for the tender.
Subcontractors. If the tenderer intends to use subcontractors as part of the performance, a signed declaration of commitment must be attached. Describe the role of subcontractor will have and to what extent this will be used.
Økonomisk og finansiell stilling:
The tenderer shall have the necessary financial solvency to perform the project/contract. Credit rating, not older than 6 months, and which is based on the last known accounts. The rating shall be performed by an accredited credit rating agency. The rating must be at least A or higher, measured on the basis of AAA Soliditet‘s ranking scale – or an equivalent score from another reputable rating agency.

If the Tenderer is unable to provide a credit rating, the Contracting Authority will obtain one from AAA Soliditet AS on its own initiative.
If the Tenderer‘s credit rating is not satisfactory, for example where a newly-formed
company with an AN credit rating is concerned, this can be compensated for with a suitable guarantee from a bank and/or a parent company with the appropriate credit rating, which provides an equivalent level of security for the ability to fulfil the contract. Such alternative documentation shall be attached as a part of the tender.

Begrunnelse for rammeavtaler med varighet over fire år:
Investing in instrumentation suggests further agreements period on implants. Contractor‘s cost of consignment implies that one can improve the offer by the supplier if they get a deal in greater part of the contractors investments time. The instrumentation lifetime is approximately 15 years and each instrument aria is worth around NOK 100 000. Number of instrumentation needed on the 8 hospitals that have this in Helse Vest are approximately 28—30 pcs . This gives a capital cost that can not be depreciated over only 4 years. There is no guarantee that the supplier can use these elsewhere after a 4 year contract period. If we look at the depreciation there will be a residual value after four years and there is no guarantee that this instrumentation can be used elsewhere. In addition, there are many parts to be implemented and much to be organized at the hospitals when new contracts begin. This is a great job for the hospitals which also suggests a longer contract periods
