The contracting authority invites tenderers to a prequalification for participation in a competition for the award of a contract for the rent of new sheltered accommodation flats in Nesodden municipality. The contracting authority would like to enter into a long term rent contract (30 years). The contract shall be for 40 sheltered accommodation flats for elderly persons with an option for an activity centre.

The service provider must be a legally established enterprise.
Service providers who shall perform work in Norway must meet the requirements for health, safety and environment that the Norwegian authorities at any time establish.
Documentation:
Tax Certificate, issued by the Tax office or the Tax Collection Office (form RF-1244). The Tax Certificate must not have been issued more than 6 months from the application deadline.
Foreign service providers are to provide authorisation from the corresponding authorities in the countries where they are registered for tax.
If the authorities in respective countries do not issue such authorisation, the service provider must provide a self-declaration form regarding whether there are arrears on value-added tax and if so the amount. The self declaration must be signed.
VAT Registration Certificate (Certificate for payment of VAT issued by the Tax Office or Tax Collection Office (form RF-1244)) that is not issued more than 6 months before the deadline expires.
If the authorities in respective countries do not issue such authorisation, the contractor must provide a self-declaration form regarding whether there are arrears on value-added tax and if so the amount. The self declaration must be signed.
Foreign contractors must prove that the company is registered in a professional register or business register as prescribed in legislation in the countries where the contractor is established.

Requirements:
Good economic solvency is required along with financial capability/financial understanding.
Documentation:
— The service provider's annual financial statements, annual report and audit report for the last 3 years and newer information which is of importance to the service provider's fiscal figures. Financial statements, annual report and audit report are what Norwegian companies send to the Brønnøysund Register Centre.

— Credit analysis of the service provider over the last year, issued by a recognised credit rating agency.
— In the event of creation/utilisation of a project company (SPV), there must be confirmation that there will be a parent company guarantee or other guarantee from a third party (bank/finance) for the obligations the project company accepts until the start of the lease period.

— Information on economic conditions or losses which are not documented in other places and which require documentation in accordance with Norwegian and/or international accounting standards.
— Experience with financing of similar projects. Documentation is given by filling in the reference list included in the application form point 3.3.

Requirements:
The service provider shall have an extremely good ability to fulfil the contract:
1.The service provider is required to have very good competency from the execution of similar assignments. (Property developer and long term property occupier with management, maintenance and operation responsibilities).
2.The service provider is required to have experience from similar assignments (property developer and long term property occupier with management, maintenance and operation responsibilities).
The service provider is required to either be in possession of or will get possession of a suitable site/property in Nesodden in accordance with the municipality's and the National Housing Bank of Norway's requirements and expectations for the location of the sheltered accommodation flats. The site must be located within the stated area border as this border is shown on the map enclosed as annex 4.

The service provider is required to posses or be able to obtain necessary government approvals for completing the contract.
A good, efficient Quality Assurance System is required.
Documentation:
1. Competence:
The service provider shall prepare a competence matrix for each area of responsibility/profession.
The following areas of responsibility shall at a minimum be included in the matrix: (1) project management, (2) architect, (3) technical consultants (engineering designers), (4) financial consultants, (5) property manager and (6) any central contractors. An overview shall be given of available resources based on education and professional qualifications that the service provider can use within each of the general and special professions. For each individual area of responsibility, it shall be stated which company shall conduct the assignment (if sub-contractors are used). CV s are not to be submitted.

2. Experience from similar assignments.
The service provider shall answer the application form point 4.3. Here you must provide the most relevant assignments from the last five years, including their value, time frame and the recipient. It shall specifically state:
— Which projects the service provider both developed and is/was a long term occupier.
— Which similar projects may have been undertaken.
The service provider must provide a name and e-mail address for a reference at the receiver for each of these most relevant projects, including tenants. The contracting authority reserves the right to contact the stated references.
1. Description of the site/property with the address and cadastral and property numbers.
2. A general description that states and refers to the planning base's possibilities and limits for the actual localisation and which justifies why the placement of the new sheltered accommodation flats is in line with the planning base. (Simple feasibility study).

3. Transcript from the land register that confirms the availability of the property or documentation that the contractor has or will get for an unrestricted period the right to use the site/property for sheltered accommodation flats.
— Valid proof of central certification for the right to be responsible in development class 3 for SØK and PRO respectively.

— Documentation that the company meets the requirements of local responsibility right for the initiative within the same development class and function as stated above. — A statement of the service provider's quality assurance/ management system to ensure that the assignment is carried out in a most efficient and purposeful manner, including systems to ensure protection of interdisciplinary environment and climate requirements.

— The leading company in the contractor group shall enclose an example of a project plan from a completed project that includes: an activity description, documentation and achievement measurements (activity, costs and progress).

In the event of any selection of any surplus qualified service providers, Nesodden municipality will invite those service providers who are best qualified on the basis of the qualification requirements in the competition. When evaluating who is the best qualified, the contracting authority will emphasise the qualification requirements “the service provider's ability to fulfil the contract and ‘suitable site/property for sheltered accommodation flats’.
