The announcement concerns a contract AND the establishment of a framework agreement. The procurement covers the operation, administration and further development of the Altinn solution for the period from December 2015 inclusive and four to eight years into the future, with the establishment of agreements and establishment projects, July 2015.
The procurement is divided into four areas: A) operation, B) administration of Altinn Information Portal, C) administration of Altinn generally, D) further development of Altinn generally.
Areas A–C will be established as contracts. Area D will be established as a framework agreement with a minimum of three suppliers.
The contracting authority intends to pre-qualify a minimum of three and up to five suppliers within areas A–C and a minimum of three and up to seven suppliers within area D.

The Brønnøysund Registre Centre is the contracting authority for the procurement. In addition to the Brønnøysund Registre Centre, many different agencies and organisations will be customers. There are currently 41 companies within the public sector participating in the Altinn collaboration. Many public bodies (including municipal authorities and county councils) may join the collaboration, both before and after the agreement concerning the present procurement is established.
