Open tender competition – testing bags in the Sanitation Department

Oslo municipality c/o the Sanitation Department (REN), hereafter called the contracting authority, invites tenderers to an open tender competition for a framework agreement for testing bags in REN.
REN purchases plastic bags for food waste and plastic packaging after competitions. This contract will ensure that REN purchases bags that are of appropriate quality for waste collection and source sorting.
Robust quality of the bags is decisive for optimal collection and source sorting.
If the bags are not of good enough quality, they will be easily damaged and create loose waste. This will lead to a reduced degree of material recycling. The bag quality has therefore direct influence on Oslo's general aim of 50 % material recycling by 2018.
There have previously been challenges with bag deliveries for food waste and plastic packaging that do not comply with the bag quality requirements. An independent actor is therefore seen as important in order to ensure satisfactory quality in accordance with the contract for future deliveries. The tests will be decisive in the contract follow up with the bag supplier.
In addition consultancy, competence transfer and further development of our employees could be seen as a natural part of the contract.

The contract has a duration of two (2) years.
The contracting authority has the option to extend the contract for a further 1 + 1 years on the same terms. The framework agreement has a maximum length of 4 years.

Egnethet til å utøve yrkesvirksomheten:
Requirements:
1. The service provider shall be a legally established company.
2. The service provider's tax affairs shall be in order in relation to payment of tax and VAT.
3. The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
Documentation requirement
— Norwegian companies: Company Registration Certificate,
— Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country in which the supplier is established,
— Tax Certificate for tax and VAT respectively, not more than 6 months old. Certificates can be obtained from the local tax collection office or at the tax office,
— Foreign service providers must provide certificates from equivalent authorities to the Norwegian ones,
— HMS self-declaration filled in and signed, not older than 6 months.

Requirements:
— Good credit worthiness is required.
Documentation requirement:
— The company's last annual accounts including notes, the board's annual reports and the auditor's reports, as well as the company's accounting figures for 2013,
— REN will, in addition, obtain a credit rating from Experian which will form the basis of the assessment.
If for valid reasons the service provider is unable to submit the documentation as requested by the contracting authority, the supplier may prove their economical and financial standing with any other document that the contracting authority is able to accept.

Requirements:
1.Relevant experience from corresponding assignments is required.
2. A good ability to fulfil the contract is required.
3. A good, well-functioning quality assurance system is required.
Documentation requirement
— The service provider's most important contracts in the last 3 years. The service provider's 3 most important contracts including a description of the contract and the applied methods,
— An overview and description of general relevant competence, manpower and equipment at the service provider,
— A description of the quality assurane method,
— ISO 9001 - certification or equivalent,
— GLP - Good laboratory practice -certification or a copy of an application for certification.
