Skatteetaten v/Skatteetatens IT- og servicepartner

The aim is to enter into framework agreements that ensure the contracting authority the right to procure further specified software licences and software maintenance on economically favourable condition. Furthermore, the framework agreements shall ensure the contracting authority access to qualitative and economically favourable consultancy services. All the included services are related to software that is heavily integrated in the contracting authority's IT systems, and/or that the contracting authority already has made massive investments in.

Each of the 6 framework agreements will be for 1 year, calculated from the date the contract is signed, with an option for the contracting authority for an extension of 1 year at a time. The sum of each framework agreement's first period and options for extensions cannot be more than 4 years, calculated from the date the contract is signed.

Requirement: The bidder shall be a legally established enterprise.

Documentation requirements for Norwegian companies: Company Registration Certificate.

Documentation requirement for foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: Tenderers shall have the financial capacity to fulfil the contract/contracts that they are competing for.

Documentation requirement: Credit rating, not older than one year calculated from the deadline for receipt of tenders. The rating shall be based on the last known accounting figures and it shall be carried out by a company with a public licence to operate credit rating services.

Teknisk og faglig kapasitet:

Requirement: Tenderers shall have experience with the provision of consultancy services that are relevant for the contract/contracts they are competing for.

Documentation requirement: Detailed account of the three most important contracts in the last three years per sub area covered by the tender. The list shall as a minimum include information on value, date and the name of the public or private recipient of the service. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracts, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

If a tenderer will use one or several sub suppliers for fulfilment of these qualification requirements, the tenderer in question shall otherwise document that he can use the necessary resources, for example, by submitting a binding statement, and stating which parts of the contract will be carried out by the tenderer and sub supplier(s) respectively.
