Oslo kommune with Omsorgsbygg Oslo KF extends invitation to open competitive tender in regard to the procurement of framework agreement for duty telephone and security services.
Undervisningsbygg Oslo KF is a municipal enterprise owned by Oslo kommune to develop, build, operate, and maintain purpose-built buildings. As of January 2011 the combined building area is approximately 900 000 sqm spread over 658 properties and 1150 buildings. The building stock consists mainly of nursing homes, residential - and rehabilitation centres, nursery schools, fire stations, as well as cultural centres. Our tenants consist of district administrations and municipal agencies.
Omsorgsbygg Oslo KF wishes to enter into framework agreement with one supplier who can cover the following areas:
— Duty telephone
— Security services
Appendix 1 contains an overall description of the scope as well as an overview of the Contraction Authority's properties. The property portfolio may vary, and the supplier must adhere to the Contracting Authority's, at any given time, current property portfolio. At each call off a detailed specification of the individual assignment will be given. Suppliers are encourage to clarify with the Contracting Authority's contact person if there are uncertainties in terms of what falls within the performance (the framework agreement) or not.

The tenderer must be a legally established enterprise.
Norwegian companies: Company registration certificate
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.
Økonomisk og finansiell stilling:
The supplier must have sufficient financial capacity to carry out the assignment/contract.
The company's last 2 Financial Statements including notes, management's annual reports and auditing reports, as well as new information of relevance to the company's fiscal figures.
Teknisk og faglig kapasitet:
Good experience is required from equivalent contracts (duty telephone, security services and guard)
List of the most important deliveries or services performed during the past three years, including information about the value, time, and the name of the public or private recipients.
Good execution capabilities are required.
Tenderer shall give a statement of the supplier's average workforce and the number of employees in the administrative management during the last 3 years.
The supplier must be approved by the police in regard to the law on security guard services.
Documented approval
A documented and effective quality system is required.
An account of the supplier's quality assurance system and a table of contents.
If the system is certified in accordance with ISO-9001 or other relevant certification systems, it is sufficient to present a copy of the certificate.
An account of the supplier's system for HSE, which forms part of the quality assurance system.
