The County Governor of Oslo and Akershus has set requirements for the termination and after operation of the depot at Grønmo. To meet these requirements, the "Deponiavslutning Grønmo" [Project Landfill Completion, Grønmo] was created.
The administration and consultants who will carry out the project require container barracks with meeting rooms, kitchenette, server/copy room and sanitation. The container barracks shall be sufficient to provide a workplace for five consultants. The need for the number of office spaces may vary.
Office stations must meet requirements set by regulations on workplaces and work premises.
The barracks must meet requirements set in the Planning and Building Act and applicable laws and regulations.
The contract includes procurement, building foundations, installation and establishment of a container barracks. The building shall be delivered as a turnkey.
The planned delivery date is November 2014.
The container barracks shall stand for more than 2 years.

Requirements
— The supplier shall have settled conditions in relation to payment of taxes and VAT.
— The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
— The supplier must be a legally established company.
Documentation requirement:
— Tax Certificate for tax and VAT respectively, not more than 6 months old. Certificates can be obtained from the local tax collection office or at the tax office.
Foreign service providers must provide certificates from equivalent authorities to the Norwegian ones.
— HMS self-declaration filled in and signed, not older than 6 months.
— Norwegian companies: Company Registration Certificate
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the service provider is established.
Økonomisk og finansiell stilling:
Requirements:
— The supplier must have sufficient financial capacity to implement the assignment/contract.
Documentation requirement
— The company's last two Financial Statements including notes, management's Annual Reports and Audit Reports.
REN will, in addition, obtain a credit rating from Experian which will form the basis of the assessment.
If for valid reasons the supplier is unable to submit the documentation as requested by the contracting authority, the supplier may prove their economical and financial standing with any other document that the contracting authority is able to accept.

Requirements:
— Good capacity is required.
— Experience from similar contracts is required.
— A good and well-functioning quality assurance system is required for the services that will be provided.
Documentation requirement
— An overview and description of general relevant competence, manpower and equipment at the service provider.
— The Contractor's 3 most important deliveries over the last 3 years, including a description of the delivery.
— A description of the quality assurance method. (Any ISO certification or any certificates and testimonials or equivalent)
