This tender contest, regarding framework agreements for the purchase of vehicles, is a collaboration between three public enterprises which are the contracting authorities:
The Norwegian Broadcasting Corporation (NRK)
The Norwegian Customs (TAD), including the Directorate of Customs and Excise + 6 Customs regions.
Avinor AS, including Oslo Airport and Avinor Flysikring AS
The tendering process is administered by NRK on behalf of all of the above listed enterprises.
The objective of these framework agreements is to arrange the conditions in such a way that the Contracting Authorities get their need for vehicles included in the framework agreements covered, without having to announce procurements and enter into similar agreement on their own, and thereby achieving the best possible terms and less administration in total.
The new framework agreements shall include deliveries which shall cover the need for 2 years, from and including 1.7.2015 until and including 30.6.2017. Option for the contracting authorities to prolong the agreement for up to 1 year + 1 year. This means that the framework agreements including options are, as a maximum, valid until and including 30.6.2019.

Egnethet til å utøve yrkesvirksomheten:

The tenderer shall be a legally registered company. Documentation requirement: Company Registration Certificate from the Brønnøysund Register Centre or equivalent, in the country where the company is registered.

The company should have no considerable arrears relating to the payment of taxes and duties to the government. (This requirement applies to Norwegian suppliers, only). Documentation requirement: Tax and VAT certificates, not older than 6 months from the deadline for qualification.

The tenderer shall confirm compliance with statutory Norwegian requirements for Health, Safety and Environment (HSE). Documentation requirement: Filled in and signed HSE self-declaration.

The tenderer shall confirm compliance with the minimum requirements related to wage and working conditions. This also applies for the tenderer's sub-suppliers and hired personnel. Documentation requirement: Filled in and signed declaration of wage and working conditions.

Økonomisk og finansiell stilling:

The contracting authority has requirements for the supplier's financial and economic position. Good economy and financial position is required, that ensure implementation ability throughout the entire contract period. Documentation requirement: Accounts; the company's annual accounts with the auditor's report for the previous 2 completed fiscal years, as well as a certified transcript of the most recent period accounting for 2014. Credit appraisal: Credit/solidity appraisal from an approved credit rating agency. The appraisal shall not be older than 1 month prior to the deadline for application to qualification. The contracting authorities reserves the right to conduct a separate assessment of the supplier's economic and financial position. If a supplier is in doubt as to whether the documentation of financial capacity will be seen as sufficient, alternative documentation can be accepted that verifies a financial ability to fulfil the contract.

Teknisk og faglig kapasitet:

Dealer network: The tenderer shall have a nationwide dealer network in Norway. The contracting authorities will rank the tenderers based on degree of nationwide coverage. Documentation requirement: Documented overview of approved dealers with their names and addresses. A confirmation showing that the stated dealers are able to take orders and deliver in accordance with the possible framework agreement with the tenderer. See also further information in the ‘Application for qualification’ (‘Søknad om kvalifisering’), point 5.1.

Service network: The tenderer shall have a nationwide service network in Norway. The contracting authorities will rank the tenderers based on degree of nationwide coverage. Documentation requirement: Documented overview of approved service workshops with their names and addresses. A confirmation showing that the stated service workshops are able to carry out guarantee repairs and other repairs/service in accordance with the possible framework agreement with the tenderer. See also further information in the ‘Application for qualification’ (‘Søknad om kvalifisering’), point 5.2.

References; the tenderer shall have experience from framework agreements with large, professional customers/customer groups. Documentation requirement: State minimum 3 references from equivalent agreements or larger deliveries for the previous 2 years. The references shall as a minimum be described with the following information: The name of the customer as well as short information of the customer, the customer's contact information, name, position, e-mail address and telephone no., description of the deliveries: Type of cars, scope, etc., date and duration as well as extent/value.
