Norwegian Broadcasting corporation (hereinafter called NRK) invite tenderers to a restricted competition with negotiations for the award of a contract for fixed and mobile phone traffic and telecommunications services for administrative and production purposes. The acquisition includes fixed telephony, mobile telephony, mobile data services and connectivity to public networks. Telephony is one of the most important work tools a media company uses. The quality and requirements for service availability are high, both in normal daily use and in crises and emergency preparedness. More than many other customers, NRK depends on services with quality in all services provided, as the organization also uses both landlines and mobile services in the production of media content production. The contract is for 4 years with an option for a further 2-year extension (2+2+1+1)

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
K01 The company should have no arrears relating to the payment of taxes and duties to the government. Documentation requirement: Enclose the new joint certificate for paid tax, VAT and payroll tax, which is ordered on Altinn. The certificate must not be more than 6 months old calculated from the deadline for receipt of the application. Any arrears must be justified. The requirement is only obligatory for Norwegian service providers, but international service providers are encouraged to submit equivalent documentation.

K 02 Service providers shall confirm that the company fulfils legal requirements in Norway within health, environment and safety (HSE). HSE self-declaration stating that the service provider fulfils, or will fulfil upon award of contract, legal requirements in Norway within HSE.

K 03 Service providers shall be a legally registered company. Company registration certificate or equivalent documentation that shows that the service provider is registered in a trade register in their home country.
K 04 Contenders shall be certified as a registered service provider of telecommunication services by the Norwegian Post and Telecommunications Authority. Documentation from the Norwegian Post and Telecommunications Authority is required.
Økonomisk og finansiell stilling:
Service providers shall have sufficient economic and financial capacity to fulfil the contract. 1.The board's and auditor's report for the last three years. 2. A credit/solidity rating and bankruptcy prediction from a certified credit rating company shall be enclosed with the qualification application. The assessment must provide information on (1) the credit rating and (2) the extent of any risk of bankruptcy (bankruptcy prediction). The rating must not be older than 3 months from the application deadline and it must be based on the last publicly available accounting figures. Teknisk og faglig kapasitet:
K 06 Service providers shall have sufficient capacity to provide the services described in the qualification — tender documentation for NRK's entity and needs in and outside Norway. The complete requirements can be found in the qualification — tender documentation.

K 07 Service providers shall have carried out equivalent deliveries with mobile and landline services in the whole of Norway for an equivalent company. An overview of the most important deliveries in the last 3 years that are relevant and comparable in relation to the description of the procurement's object and extent. K 08 Tenderers shall have established satisfactory methods for quality assurance. A description of the tenderer's quality assurance system and how this is implemented in the company.
