The Norwegian Broadcasting Corporation, invites participation in a restricted tender procedure with pre-qualification to be offered for a real-time tool for monitoring the interaction between end-users and our services on the Internet and mobile phones. Known as "Real-User Monitoring".
The purpose of this procurement is to find a provider that can help us improve our end-users' experience of our web services and applications. We are looking for a tool that gives us the complete real-time monitoring of the interaction between all sorts of user devices, browsers and our internet services for the public.

Requirement to submit Tax Certificate for VAT (National requirement).

Requirement to submit Tax Certificate for tax (National requirement).

Requirement to submit declaration in accordance with Regulations attachment 2 on HSE (National requirement).

Qualifications: The Contractor shall comply with statutory wage and working conditions. Required documentation: Cf annex "Self-declaration on wages and working conditions".

Økonomisk og finansiell stilling:

Eligibility requirement: The tenderer should have sufficient economic and financial capacity to be able to fulfil the contract obligations. Documentation requirement: Economic and financial position must be documented by the following information: Latest approved accounting with annual report, auditor's report and other recent relevant information. Credit assessment from approved credit assessment company. If the provider has good reasons for not being able to submit the requested documentation, alternative evidence may be accepted as guarantees for the parent company that satisfies the requirements (the same documentation must be delivered for the parent company) or a declaration from the auditor that the documents meet the requirements. Please also see information in section 2.3 Economic and financial capacity in the accompanying Basis for Qualification.

Teknisk og faglig kapasitet:

Eligibility requirements: The tenderer should have adequate capacity and be able to provide services as described in sections 1.1 –1.4. Documentation requirements: The supplier is requested to describe their own infrastructure/equipment and geographical location for the offered Saas solutions, as well as the current resale agreements of similar services the provider is able to offer in associated with this contract. Description of the supplier's organisational and professional qualifications, whether they belong supplier itself or subcontractor/partner companies. Also state the number of people available for executing the contract.If the Contractor relies on other companies' capacity to fulfil the contract obligations, the signed Declaration of Commitment (signed by an authorised representative of relevant subcontractors) must be be submitted. Please also see information in section 2.3 Capacity in the accompanying Basis for Qualification.

Qualifications: The Contractor shall have relevant experience related to similar contracts as described in section 1.1 – 1.4. Documentation requirement: Documentation of the most important contracts in the last three years.The documentation shall indicate:

— the clients' names and contact information;

— provided services/solutions;

— scope of supply, value and duration;

— brief description of why the provider considers the reference as relevant for the present procurement;

— information whether the delivery was carried out by or through the use of subcontractors.

Selection will be made acc. the specified eligibility requirements in sections 2.3 – 2.4. in the attached qualification documents (Basis for Qualification), based on who is in the best able meet the requirements.
