The contract encompass the supply of active Wide Area Multilateration (WAM), active Surface Multilateration (MLAT), and Automatic Dependent Surveillance- Broadcast (ADS-B) ground systems to provide cooperative surveillance coverage for a major part of the Norwegian airspace. The relevant airspace will be defined in detail during the tender process, however will comprise the majority of Norwegian Controlled Airspace as defined in the Norway Aeronautical Information Publication (AIP – http://www.ippc.no), excluding a portion of airspace in the Stavanger and Bergen areas.The overall quantity of the Contract will comprise necessary ground stations in order to fulfill coverage and performance requirements, central processing processors to provide redundant processing at at least two separate central locations, and a remote control and monitoring system at a third location. The Contractor shall hold the responsibility for all testing and verification of all systems. Both Avinor owned and third party sites will be utilized.Furthermore, candidates are made aware of the fact that certain installations and parts of the contract scope may be installed at third party airports, such as military and airports outside of the Avinor network. This may imply that ownership of the equipment may be transferred or novated to such airports.

The tender procedure is a two-phased process, whereas a prequalification of interested candidates will take place prior to the issuance of invitations to tender to the qualified candidates. The qualification criteria with the corresponding documentation criteria identified in section III above will form the basis of the qualification and qualitative selection of the undertakings. A Qualification Document with accompanying self declaration forms may be obtained by contacting Avinor‘s single point of contact as set out above. The deadline for request of said document is 19.6.2014.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

a) The candidates must prove that the undertaking is a legally registered company.

The candidates must submit evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.

b) The candidates must have fulfilled all its obligations relating to the payment of social security contributions and the payment of taxes in accordance with the legal provisions of the country in which it is established, with those of the country of the contracting authority and those of the country where the contract is to be carried out.

The candidates must submit evidence by means of a statement or self declaration.

c) The undertaking must not have been the subject of a judgement which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity.

Økonomisk og finansiell stilling:

The undertaking must prove that it holds a strong economical solidity and liquidity and is not bankrupt or being wound up or being in a similar situation.

The candidates must submit evidence by means of:

— The company‘s most recent annual report including new information of relevance to the company‘s accounting figures,

— A presentation of the company‘s annual accounts, or extracts thereof,

— A statement of the company‘s turnover, of relevance to this contract, for previous years,

— A statement or self declaration regarding the current economical situation, ref. bankruptcy etc.

Teknisk og faglig kapasitet:

a) The undertaking must document that they have and can deliver mature active WAM, ADS-B and surface MLAT solutions that are based upon well proven technology and in operational use by documenting experience from similar contracts and deliveries.

The candidates must submit evidence by means of

— descriptions and/or brochures of the products relevant to this procurement,

— a list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients. Please note that the client name and address (postal and email) of the specified projects that best illustrate your organisation's experience relevant to the scope of the current Requirement should be delivered, accompanied with a statement confirming that the specified clients have no objections to being contacted during the pre-qualification stage for reference purposes.

b) The undertaking must document the ability to successfully develop, customize, integrate, install and commission this type of system(s) and/or equipment.

The candidates must submit evidence by means of an overview of the undertaking‘s total manpower, as well as manpower proposed for this contract (organisation chart) with names and CV‘s of the key personnel who will be responsible for its execution.

c) The undertaking must prove that it has implemented a well-functioning system for quality assurance.

— a statement of the quality assurance/quality control system operated by the company, and

— a certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation.
