Innkjøpssamarbeidet i Nord-Gudbrandsdal

The municipalities in the procurement cooperation, Dovre, Lesja, Lom, Sel, Skjåk and Vågå municipalities, intend to enter into a contract for the procurement of tele traffic and the accompanying services. The aim of the contract is to cover the municipalities' ongoing need for stable telecommunication systems with an experience of top quality, stability and user friendliness.
The municipalities currently have traditional call contracts for landlines and mobiles and have in recent years phased in Telenor's InContact system. The system requested in this competition shall replace the current InContact system without a need for investments in new licences or servers.
The current telephony platform consists of a mix of mobile, landlines on ISDN and analogue. The system functions adequately and the starting point it that we do not want to change the portfolio as regards the current situation. This is justified by the municipalities not currently having the resources to undertake other changes than what is absolutely necessary for a change of service provider.
The municipalities have recently started to uses MS Lync. The service provider must therefore be able to provide the necessary integration with Lync.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Company Registration Certificate.
Registration certificates in professional registers as determined by legislation in the countries in which the service providers are established.
Requirement to present a VAT certificate (National requirement).
Requirement to present a tax certificate (National requirement).
Requirement to present a self-declaration in accordance with Regulations' attachment 2 on HSE (National requirement).

Økonomisk og finansiell stilling:
Tenderers shall have adequate financial capacity for completion of the contract. Documented by an expanded report from Bisnode http://www.soliditet.no/. This report should be dated after announcement of the competition. If this is not attached, Abakus AS will obtain an extended report from Bisnode and use information in the report as a basis for evaluation of the tenderer's economic and financial situation. Information on the tender date applies.

A credit rating equivalent to or better than 'A' of 'AN' is required to participate in the competition.
Teknisk og faglig kapasitet:
The tenderer must have very good execution ability. This shall be documented by: — An overview of the service provider's total manpower. — Information on established cooperation partners or sub suppliers that have an influence on this delivery. If a tenderer plans to use sub suppliers, a signed binding statement for the execution of this assignment shall be enclosed.
