4.1. Legal position
Qualification requirements:
— Legally established enterprise.
Documentation requirement:
— Business Registration Certificate or equivalent from the applicant's homeland.
4.2. Obligatory qualification requirements
— Taxes and duties are paid.
— Fulfilment of statutory requirements concerning health, safety and the environment.
— Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collector office in the municipality where the service provider has the registered office and by the tax collector in the corresponding county.

4.3 Economic and financial capacity
Qualification requirements:
— The economic and financial capacity to complete the delivery.
— Credit assessment without requirement for provision of security.
Documentation requirement:
— A credit rating with key figures from a recognised credit assessment company or equivalent form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
4.4 Technical and professional qualifications of the supplier
Qualification requirements:
— At least 3 relevant deliveries during the last 3 years with relevance for this contract. The term ‘relevant contract’ here means delivery of production hardware with about or greater production, as described in Appendix 1.
—The professional expertise and capacity to perform the assignment.
— Environmental management measures – to ensure compliance with the contract's environmentally relevant requirements, the supplier must have environmental competency procedures for quality assurance for services sought regarding returns.
Documentation requirement:
— Reference list of all of the supplier's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, value of the contract and references.
It must be clear what was delivered and the role that the service provider and any collaborator or subcontractor had had in the delivery.
— Description of the service provider's competence and capacity to fulfil the contract.
— Overview of the supplier's staffing.
The Attorney General reserves the right to contact the given references and ask about their experiences with the Supplier.
