Helse Bergen HF, hereafter known as the Contracting Authority, intends to procure 2 nuclein acid extractor instruments and one real time-PCR instrument, possibly one combined extraction and real time-PCR instrument and one extraction instrument for use in the Microbiological Department, Haukeland University Hospital.The Microbiological Department shall extend its analysis repertoire and shall, thus, procure new instruments. Most of the new analyses will be carried out on instruments that the department already has. In order to free up space in these, some of the analyses that are carried out on these instruments shall be moved to new instruments. Instruments and reagents shall be procured for the analysis of Herpes simplex-PCR, Norovirus-PCR and Dermatofytt-PCR (in-house analyses; analyses that are validated and partly prepared in the laboratory). The instruments can get other analyses in the future.See the technical specifications stated in chapters 7-9, as well as the administrative provisions for further details on the object of the contract.The nuclein acid extractor instruments and Real Time-PCR instrument that are offered shall be delivered as requested, complete with all the necessary accessories, assembled and ready for use.Tenderers are invited to submit tenders for all or parts of the announced competition.

The supplier shall have his tax and VAT payments in order.
— Tax certificate.
— Certificate for paid VAT.

— Foreign Tenderers must provide certificates from equivalent authorities to the Norwegian ones.
The tenderer shall have a functioning HSE system.
— HSE declaration, see Appendix B.
The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.
Økonomisk og finansiell stilling:
The tenderer must have the economic capacity to carry out the assignment/contract.
Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. A rating shall be carried out by an officially certified credit rating institution. The rating must be at least A or better, measured against the AAA Soliditet's scale — or equivalent score from another reputable rating company.

If the Tenderer cannot submit credit rating, the Contracting authority will on own initiative obtain it from AAA Soliditet AS.
If the tenderer's credit rating is not sufficient, for example a newly started company with a credit rating of AN, can still compensate for this by supplying adequate unconditional guarantees from banks and/or parent company with adequate credit rating. Any such alternative documentation shall follow as a part of the tender offer.
