Mobile telephones and tablets to Norwegian health enterprises

The Contracting Authority request tenders for delivery of mobile telephones as well as tablets with Android and IOS GSM table telephones and relevant accessories.
Presently the Contracting Authority is bound by an agreement with Telenor regarding telephony services, including subscriptions. This agreement is valid until 15.1.2017. It is therefore required that the supplier awarded the contract in this contest shall deliver products and services based on this. The contract with Telenor gives the Contracting Authority option to binding subscriptions with accompanying low prices. It is therefore not relevant for the Contracting Authority to procure telephone apparatus with binding periods, and tenders containing such bindings are rejected.

Registration certificates in professional registers as determined by legislation in the countries in which the supplier is established.

K 01 Tax certificate — requirement: The tenderer is required to have fulfilled its obligations regarding the payment of taxes. Documentation requirement — tax: Tax certificate. In Norway this is issued by the tax collection office. Tenderers from other countries should attach equivalent certificates from the countries in which they are established. The certificates should be issued on Form RF-1244 from the Directorate of Taxes or another form that provides the same information. Any arrears must be explained and justified. The certificate shall not be older than 6 months from the deadline for receipt of applications.

K 02 VAT certificate — requirement: The tenderer is required to have fulfilled its obligations regarding the payment of VAT. Documentation requirement — VAT: Certificate for paid VAT. In Norway this certificate is issued by the tax office. Tenderers from other countries should attach equivalent certificates from the countries in which they are established. The certificates should be issued on Form RF-1244 from the Directorate of Taxes or another form that gives the same information. Any arrears must be explained and justified. The certificate should not be older than 6 months from the deadline for receipt of tenders.

K 03 Legally-established company — requirement: The tenderer is required to have a legally-established company. Documentation requirement — legally-established company: Certificate from the Register of Business Enterprises. Certificate of registration in the Professional registry in accordance with the laws of the country where the tenderer is established. The certificate should not be older than 6 months from the deadline for receipt of tenders.

K 04 Health, safety and environment — Requirement: It is a requirement that the tenderer satisfies the requirements in the regulation on systematic health, safety and environment work within the organisation. The organisation must be legally organised in regard to the applicable taxes — and working environment regulations in regards to employees professional and social rights. Documentation requirement — HSE: Filled in and signed Appendix — HSE self-declaration form.

Økonomisk og finansiell stilling:

K05: The tenderer's economical and financial position. Requirement: There is a requirement that the tenderer has an economical and financial solidity which gives the contracting authority assurance that the supplier will be economically viable throughout the duration of the agreement. It is a requirement that the tenderer has positive equity. Tenderers can support themselves financially and economically by having other companies fulfil this qualification requirement. This applies regardless of the legal association between the tenderer and the company/companies. If the tenderer wishes to rely other companies' economical and financial solidity, documentation must be submitted from the the tenderer and other company in regard to point — documentation requirement Accounts. Furthermore, the declaration of obligation with the tender documents should be completed and attached with the tender. Documentation Requirement — Accounts: Reported accounts for the last two financial years with the audit report.

Teknisk og faglig kapasitet:

K06 The tenderer's experience requirement: It is a requirement that the tenderer has sufficient experience. The Contracting Authority will assess the tenderer's experience based on the service included in this tender contest, in regards to: Volume/value and complexity from previous deliveries, as well as knowledge of Telenor's booking and online systems. A tenderer may rely on the experience of other companies to fulfil this qualification requirement. This applies regardless of the legal connection between the tenderer and the company/companies. If the tenderer wishes to rely on the experience of other companies, documentation from both the tenderer and other companies in accordance with the point relating to the Experience Documentation Requirement should be presented. Furthermore, the obligation declaration included with the tender documentation must be completed and attached to the tender. Documentation requirement: reply form experience, filled in by the tenderer.

K07 Ethically responsible company. Tenderers are required to have an ethically responsible company. Documentation requirement — ethically responsible company. If a tenderer has been legally convicted in the last 5 years for corruption, fraud or money laundry — or found guilty in criminal offences regarding occupational conduct — the tenderer must account for the conviction and case in a separate document.
