Mobile application for road registration

The aim of the procurement is to procure a ready developed tool/off-the-shelf (application) for mobile telephones and tablets. This shall provide updated information on the road reference for the unit's position, as well as navigate to a specific position. The application shall also be able to take pictures where the road reference and the date are ‘stamped’ in the picture. The road network in the application shall be updated daily from the National Road Data Bank (NVDB). Examples of how to obtain data from NVDB are described in SSA-K Annex 3. The user group for the application is personnel who have different assignments on the road where there is a need to know one's position or navigate to a specific position. There will be a total of approx. 1500 users of the application in the Norwegian Public Roads Administration.
The contract regulates the procurement of licences for «Mobile application for road registration» (SSA-K) including maintenance (SSA-V) up until April 2016.
Options:
The contracting authority has the option to extend the agreement for 1+1 years.

Økonomisk og finansiell stilling:
Annual reports for the last 3 financial years which include the board's report, income statement, balance sheet, notes, and the auditor's report. (See the tender documentation).
Minste nivå(er) av standarder: The supplier must have the financial capacity to carry out the contract.
Teknisk og faglig kapasitet:
The number of relevant deliveries in the last three (3) years shall be summed up in total. Relevant deliveries mean ready developed systems.
If the supplier has not delivered new deliveries/systems in the last 3 years, the systems in current customer relationships will be accepted.
A detailed description shall be given of one (1) to three (3) of the most important and most relevant deliveries of equivalent systems in the last (3) years. The description of each assignment shall not exceed two (2) A4 pages and it shall document that it is a ready developed system that covers the procurement's aim (see the tender documentation point A-2.1.).

Suppliers shall document sufficient ability to fulfil the contractual obligations.
A joint reply is to be given for both the main supplier and any sub suppliers.
