Mapping of Violations of Working Time Regulations

The Norwegian Government appointed on the 15.8.2014 a selected committee, The Working Time Committee, that shall review and evaluate the collective regulations.
The Working Time Committee has been asked to map violations of the working time regulations, which provisions in which regulation are being violated and what are the most important causes of these violations.
Based on the Working Time Committee's mandate,the aim of this assignment is to map scope and causes of violations of working time regulations throughout the Norwegian labour market.
The Working Time Committee is particularly concerned with the following:
— The scope of the violation of the working time regulations, this means both the Working Environment Act provisions and individual agreements/collective bargaining agreements, including any lack of agreements where they should have been signed;
— Which provisions in these regulations (Acts or collective bargaining agreements) are violated;
— The development over time;
— Geographical variations;
— Branch variations;
— The size of the business/organisation where such violations are uncovered;
— Any variations with respect to such violations within the individual organisation, and the cause of any such differences. The causes of violations of the working time regulations.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Qualification requirement:
— Paid taxes and duties;
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the service provider has his head office and by the tax officer in the corresponding county;

— Company Registration Certificate or other documentation stating that the above requirement is met.
Økonomisk og finansiell stilling:
Qualification requirement:
— Adequate economic and financial capacity to implement the delivery, in which amongst other things being creditworthy without any requirement for collateral will be adequate.
Documentation requirement:
— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Qualification requirement:
— The service provider must be able to prove at least 3 relevant deliveries in the last 3 years. Relevant deliveries means deliveries that show review and/or research competence and solid experience with surveys and analyses from the field;
— The service provider must have sufficient expertise and capacity to perform the assignment.
Documentation requirement:
— Reference list of all of the service provider's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the contract and references. What has been provided and the role the service provider had in the assignment must be stated;
