Maldi TOF Mass Spectrometer with database for identification of micro-organisms

The Norwegian Institute of Public Health [Nasjonalt Folkehelseinstitutt] shall procure one Maldi TOF mass spectrometer to work with identification of micro-organisms. The system is to be installed at the Norwegian Institute of Public Health, Division for Infection Control, located at the Unit for Bacteriology and Infection Immunology in central Oslo, Norway. The system shall consist of a MALDI TOF mass spectrometer connected to a database system for identification of micro-organisms, including highly pathogenic micro-organisms. The Maldi TOF system shall be used for research, projects, diagnostic and quality assurance and the system will be included in the institutes's emergency-, test circle- and reference functions and will also be able to be used by other departments.
Minimum requirement for the delivery:
The system shall include a suitable database which includes highly pathogenic microbes.
It must be possible to build own databases or supplement existing databases with new microbes. The Contracting Authority must be able to do this themselves.
The procurement will be carried out as an open tender competition. Individual purchase, goods procurement with service agreements and consumer equipment. Negotiations are not allowed. The competition is carried out according to Law and Public Procurement Regulations part III and I.

Egnethet til å utøve yrkesvirksomheten:

The supplier's tax affairs shall be in order in relation to payment of tax and VAT.

Documentation requirement: Tax Certificate for tax and VAT, not older than 6 months. Certificates can be obtained from the local tax collection office or at the tax office.

Foreign tenderers must provide certificates from authorities equivalent to the Norwegian ones.

The supplier shall submit an HSE declaration.

The service provider shall be a legally established enterprise.

Norwegian companies: Company registration certificate.

Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.

Økonomisk og finansiell stilling:

The contractor shall have sufficient financial strength to be able to fulfil the contract.

Documentation: The supplier's approved annual accounts including notes with the Board's and auditor's reports from the last two years.

If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts for the last year shall also be attached.

The Contracting Authority reserves the right to carry out a credit assessment itself. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

Sufficient capacity to fulfil the assignment.

Documentation: A short, overall description of the organisation shall be given, including:

— An account of the company's business concept and core competencies related to the scope of the delivery. An overview of the company's history, organisation and ownership.

2. Description of the current activities including a service organisation with sufficient capacity and expertise to fulfil the contract.

Individual CVs are not requested under this qualification requirement.

The supplier shall have sufficient good execution ability, including sufficient expertise and experience from equivalent assignments.

Documentation: An overview of deliveries carried out without significant delays during the last 3 years, with relevance to the procurement, including value, date, recipient and contract information (reference). The Contracting Authority can contact referees.
