Maintenance, support and assistance with network security equipment

The contract will include support and maintenance, as well as consultancy services related to the previously procured Juniper, Checkpoint and Crossbeam equipment and equivalent equipment that is procured during the contract period. The following equipment categories are included at the time of this notice:
— Juniper Infranet Controller,
— Odyssey Access Client,
— Crossbeam hardware,
— Crossbeam software,
— Check Point hardware,
— Check Point software.
In addition the contract includes an option for support and maintenance of components from Algosec.
Other related equipment components can be included if there is a need in the contract period.
Contracts will be signed with one service provider who can cover DSS' need for consultancy services, support and maintenance over a 4 year period. The assistance contract will last for 2 years from when it is signed with an option for 1 year + 1 year, so that the maximum contract length is not more than 4 years.
The support and maintenance contract will, as a starting point, follow the terms in SSA-V small point 6 and will thus not be limited in length. DSS intend to let the contract run continuously for as long as the services and the extent are within the limits that follow the tender documents and the procurement rules. After four years however, the need for a new competition will be continuously assessed based on, amongst other things, the competition situation in the market and the relationship to the limits that form the basis of this competition.
The above information replaces “II.1.8) Sub contracts“ in the notice.

Financial extent:The contract's total value is uncertain as the need for support, maintenance and consultancy services will vary. Historical figures from 2012 show that in 2012 approx. 1.2 million NOK excluding VAT was spent on support and maintenance, whilst approx. 250 000 NOK ekskl. mva. was spent on consultancy services. Based on the figures from 2012, the total contract value is estimated to approx. 6,000,000 NOK excluding VAT over 4 years. Emphasis is put on the fact that this is only an estimate.The estimate is made on the basis of the consumption in 2012 and is thus not binding for the contracting authority. The amount in the contract can, therefore, be both more or less per annum than the estimate given in the tender documents. The estimate is meant to give a picture of the turnover volume of the existing contracts in 2012.DSS will probably, during the contract period, start a project with the aim of renewing the ICT infrastructure for the DSS and the joint ministries. The start-up of the project will depend upon whether the Norwegian Government Security and Service Organisation is awarded resources for the project. The award will probably be made autumn 2014. A decision of the start-up of the project can lead to an increased need as regards the above historical figures.See point II.1.5 for the length.
