Finnmark County Council invites you to participate in a negotiated competitive tender for framework agreement(s) for the supply of machines and equipment for the vocational subjects in its upper secondary schools.The agreement(s) apply to the daily operation of bodies/institutions associated with the County Council's purchasing scheme.Finnmark County Council has several respective supply addresses with which the selected supplier(s) must deal at no extra cost; see Attachment 4 – Overview of enterprises.
The client has divided the competition into seven product categories, and the bidder may choose to submit bids on one or more of these product categories.The product categories are:
Category A: shavings separator machines
Category B: Plate and pipe processing machines
Category C: Joining machines
Category D: Pneumatic and hydraulic components
Category E: Car workshop equipment
Category F: Building construction
The competition therefore covers a total of six sub-segments, of which each sub-segment may end up as one independent framework agreement.The client will therefore potentially be entering into agreements with six different suppliers, in which case each would be responsible for their respective product category.Each sub-segment will be evaluated independently.
Attachment 2 to the instructions for competitive tendering consist of five Excel spreadsheets.The first sheet that the bidder will see is the explanation (Guideto price and service forms), and then comes a statement of the product categories to which the bid applies (Bid applies to).The price form for all of the product lines in the product categories to which the bid applies must then be completed in a complete and comprehensible manner (A–GProduct categories).The fourth sheet (service form) consists of one service form, on which spare parts and service for the tendered products must be entered.The final sheet (sample service form) shows an example of how to complete the preceding sheet.
Please note that the price form that must be used in the layout of bids has been prepared on the basis of approximate needs for the next four years for all product categories.The estimated need is not binding in the event of future call-offs under the framework agreement.
The bids will be assessed according to product category.That means that no reservations can be made stating that a bid only applies if the bidder wins one or more product categories.In other words, bidders may not make reservations stating that they will supply all product categories.
Supplementary acquisitions for existing machines will be kept out of the agreement if the chosen supplier cannot supply equipment with an identical function.
It should be noted that the requirement specification operates with minimum requirements and preferred requirements.Bidders are not required to provide documentation indicating that the minimum requirements have been met.Unless a bidder has, in their bid, clearly indicated a non-conformity from one or more minimum requirements, the minimum requirements will be regarded as having been met.If this proves not to be the case upon delivery, the goods will be considered to be deficient.However, the bidder must provide a general description/account
that enables the client to assess the award criteria 'Quality, guarantee and range' and 'Customer service and delivery times'; see section 6.1 below.
