NRK would like, via this notice, to collect tenders for framework agreements for workshop services, repairing damage on NRK's official vehicles.
The framework agreement shall cover NRK AS'need for repairing damaged vehicles.
All the vehicles shall be collected from and delivered to Marienlyst in Oslo.
NRK has approx. 400 official vehicles, most of these are normal passenger cars / goods vans /estate cars, but there are also some larger vehicles. A little over half of the vehicles are stationed in the Oslo area, the rest are divided between the main NRK offices in Bergen, Trondheim and Tromsø, as well as at district and local offices nationwide. All collection / preparation / return of NRK official vehicles shall go through the main office at Marienlyst in Oslo.
Damage repairs and 'polishing' vehicles are to carried out for minor collision damage and for the return of leased vehicles. Some of this work is also to be done at NRK's own certifed vehicle workshop at Marienlyst.
The framework agreeent length will be two years, with an option for the contracting authority to extend for a further 1 + 1 years.

Økonomisk og finansiell stilling:
The tenderer shall document healthy finances and the capacity that does not cause doubt about continued operations during the term of this agreement. Documentation requirement: The company's most recent annual report, including recent information of relevance to the company's fiscal figures (e.g. the half year and group accounts). The company's auditor approved annual accounts for the last two years. If a service provider is in doubt as to whether the documentation of financial capacity will be seen as sufficient, alternative documentation can be accepted that documents a financial ability to fulfil the contract. NRK reserves the right to make an independent assessment and, if necessary, obtain a credit/solidity assessment from a certified credit rating company.

Teknisk og faglig kapasitet:
Tenderers must have good professional competence for the deliveries included in the procurement. Tenderers shall have sufficient capacity to complete the assignment. Documentation requirement: Tenderers shall provide a detailed description of the professional competence that the tenderer has. This shall also be provided for each of the listed sub suppliers. A completed capacity declaration shall be presented.

Tenderers must be an authorised workshop for damage repairs. Documentation requirement: Documentation of achieved certification for relevant disciplines.
Tenderers shall list up to three relevant customer references for the last three years. Relevant means customers who are comparable with NRK in size and complexity. If tenderers have had deliveries to NRK in the last three years, NRK can be listed as one of the references.

Tenderers shall have appropriate and well incorporated quality assurance procedures as well as environment routines / environment system. Documentation requirement: Documentation of achieved certification for relevant disciplines.
The service provider shall have a neutral and independent position in relation to branded dealers. The service provider shall have a policy that takes care of the employees' social considerations, for example persons with a reduced ability to work. The service provider shall have a well established scheme for using apprenticeships. Documentation requirement: Documentation and information on the fulfilment of these requirements.

Objektive utvelgelseskriterier:
The selection will be made based on a total evaluation of the tenderers in order find who, to the largest possible degree, fulfils the qualification requirements economic and financial capacity and technical and professional qualifications. Weighted respectively 40 % / 60 %.
