Locksmith services and supplies (framework agreement)

HiOA will enter into a framework agreement for locksmith services and supplies for all of the college's addresses.
The procurement does not include service or materials for lock systems.
The framework agreement will include delivery, installation, maintenance, service and repair of locks, fittings, door closers and door automation etc., and to respond to emergency needs (theft, jammed locks etc.).
In the case of projects with a cost framework in excess of NOK 500 000 excluding VAT, HiOA reserves the right to announce a competitive tender procedure of its own for the procurement process.

Egnethet til å utøve yrkesvirksomheten:
Requirement: The service provider shall be a legally established company.
Documentation requirement:
— Norwegian tenderers: Company registration certificate.
— Foreign tenderers: Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: The tenderer must have sufficiently good finances, including satisfactory liquidity and low risk of bankruptcy.
Documentation requirement: Credit rating report, not older than 6 months, from Dun & Bradstreet, Lindorff Decision or equivalent. If there is no credit report, the tenderer may alternatively enclose its accounting statements, with the auditor's report, for the last two financial years. If accounts from the last year have not been finalised by the qualification deadline, temporary accounts for the current year should be attached.

Teknisk og faglig kapasitet:
Requirement: The supplier must have adequate execution capabilities.
Documentation requirement:
A short, overall description of the company shall be given, including:
— An account of the company's business concept and core competencies related to the scope of the delivery.
— An overview of the company's history, organisation and ownership, as well as a description of the business today.
— An overview of the company's employees by lock installer, other skills and management.
— Description of how the supplier is organised for this kind of commission.
— A concise description of the overall quality assurance system that the service provider will apply in carrying out this contract must be given.
Requirement: The supplier shall have experience from similar deliveries.
Documentation requirement: Overview of corresponding deliveries in the last 3 years. The corresponding deliveries include ongoing service assignments and delivery of materials.
The overview shall contain as a minimum.
— Short description of the delivery (content, contract value, etc.)
— Time of execution.
— Name and telephone number of the reference person at the contracting authority (The Contracting Authority shall be given the possibility to contract the referee).
Requirements: The Supplier shall have access to a licensed locksmith.
— Confirmation that the supplier is approved as a master providing apprenticeships within the locksmith profession.
— Membership in the Association of Norwegian Locksmiths, or
— Other documentation showing that the Supplier has access to a licensed locksmith.
