License administration with consulting - framework agreement

Hadsel kommune

Hadsel municipality needs to connect with a professional partner for license administration - purchase of licenses, assistance with license administration and license maintenance. The framework agreement duration will be 2 years, with an option for renewal for 1 + 1 years, 1 year at a time.
The partner must have a dedicated license team with certified employees who have their expertise and experience in selecting the correct agreement for us as the client, and that the investment we make in software is in accordance with out immediate and long-term needs.
By having our license agreements with a professional license partner, we wish to have a dedicated advisor who can assist us so that our license agreements and administration of these is taken care of in the best possible manner.

K 01 Tax certificate - Requirement: Tenderers must have submitted their tax assessments and paid tax and payroll tax. Documented by: Tax certificate. The certificate shall not be older than six months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the Tenderer is planning to use sub-suppliers, tax certificates must also be provided for them.

K 02 VAT certificate - Requirement: Tenderers must have submitted their VAT statements and paid VAT. Documented by: VAT certificate. The certificate shall not be older than six months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates for VAT must be provided for them as well.

K 03 Company Registration Certificate - Requirement: The tenderer must be a legally established company. Documented by: Company Registration Certificate or equivalent from the applicant's home country.

K 04 HSE self-declaration - Requirement: The tenderer shall vouch for the company working systematically to comply with the health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the Contracting Authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Documented by: A signed HSE self-declaration.

Økonomisk og finansiell stilling:

K 05 Economy - Requirement: Tenderer shall have an economically and financial solidity which provides the Contracting Authority with security that the supplier will be economically viable throughout the entire agreement period, and is completely in a position to take care of their own obligations given the estimated framework of the agreement. The Contracting Authority estimates the rating the Contracting Authority themselves believes to correspond with the supplier's total risk. The minimum requirement for assessment/rating in this procurement will be A. Documented by: Credit rating report (credit rating) via Dun & Bradstreet or an equivalent credit report report.

Teknisk og faglig kapasitet:

K 06 Capacity - Requirement: The tenderer shall have sufficient capacity to execute agreements of this scope. Documented by: Overview of the tenderer's average workforce and number of employees in the administrative management. Overview of the number of employees who will be involved in the implementation of the agreement and an indication of where they are geographically placed.

K 07 Expertise - Requirement: The tenderer shall have sufficient expertise to execute agreements of this scope. Documented by: Overview of formal professional expertise in relation to licence administration, and experience of the employees who will be involved in the implementation of the agreement.

K 08 Experience - Requirement:The supplier must have experience from similar assignments. Documented by: The tenderer shall provide references from at least two important and relevant customers. Name, email and telephone number of the contact person must be provided.
