Laboratory services for oil analyses

IMO – the International Maritime Organization - has decided rules for maximum sulphur content in fuel used for operation of vessels in certain maritime zones. The contracting authority requests quotation for one analysis of bunker oil from vessels, as regards to percentual content of sulphur in the vessel's fuel.
The Norwegian Maritime Authority will take samples from the vessels and send them in for analyses. The Norwegian Maritime Authority shall receive analyses and assessments of the received sample. The result of the samples shall be summarised in reports that can be used in legal circumstances, typically legal proceedings, charges, and disputes.
The objective of the procurement is to cover the Norwegian Maritime Authority's requirements for analyses of random samplings related to bunker oil.

Requirement: The service provider shall be a legally established company.
Documentation requirement:
The tenderer shall enclose a certificate for registration in the professional register as required in the legislation where the tenderer is established (certificate from Register of Business Enterprises, trade index, or equivalent).
Qualification requirements:
Tenderers working in Norway shall comply with statutory Norwegian Health, Safety and Environmental (HSE) regulations.
— Documentation requirements:
All tenderers shall enclose with the tender, a self-declaration showing that the tenderer complies with, or in connection with any contract award, will comply with statutory Norwegian Health, Safety and Environmental (HSE) regulations. HSE self-declaration form which corresponds with the Procurement Regulation's requirements is attached. See annex 1.

Tenderers from other EEA countries than Norway must submit documentation equivalent to the documentation requirements listed above. If certificates are not submitted within the deadline, tenders may be rejected without additional deadline for delivery.

Økonomisk og finansiell stilling:
Requirement: The tenderer must have sufficient financial capacity to comply with contractual obligations.
Documentation requirement: Documentation is not required. The Norwegian Maritime Authority will obtain credit appraisal of the tenderer.
Requirement: The tenderer shall have paid taxes and duties.
The following documentation shall be enclosed:
Certificates issued by the competent authority in the member country where the tenderer belongs confirming that the tenderer has met the obligations with regard to the payment of taxes and social security contributions (enquiries to the treasurer/municipal cashier for form RF-1244) in accordance with the legal requirements of the country where the tenderer belongs.

The certificates should not be older than 6 months from the tender deadline.
If the certificates are not submitted within the deadline and/or are older than 6 months, tenders may be rejected without additional deadline for delivery. Tenders may be rejected if the certificates show arrears.

Teknisk og faglig kapasitet:
— Qualification requirements.
The tenderer shall be accredited in accordance with NS-EN-ISO-17025 or equivalent.
The tenderer as a business shall have sufficient capacity, competence and experience to comply with obligations included in the framework agreement.
— Documentation requirements:
— The tenderer shall present a copy of accreditation certificate for NS-EN-ISO-17025 or equivalent documentation that substantiate that the requirements given in the standard are complied with.
— Overview of the tenderer's total manpower with relevance to the framework agreement.
— Reference list of the tenderer's 5 principal deliveries the previous years, with relevance to this framework agreement with the Norwegian Maritime Authority's name, contact information, the extent of the assignment as well as duration. It must be stated what has been delivered and the role that the tenderer had in the delivery. If sub-providers are engaged in parts or the entire assignment, equivalent reference for the sub-provider must be presented. The Norwegian Maritime Authority reserves the right to contact the stated references.
