The centre will help develop cultural industries in Norway. A strengthening of working knowledge will be important for future policy. Moreover, the centre will help strengthen the skills of the industry itself and the funding agencies. The centre will contribute to making knowledge available and relevant to the various target groups.

Beskrivelse av opsjoner:
It is of interest to expand the economic scope of the Centre during the contract period, including the participation of other ministries. These will have the option to join the agreement on equal terms during the contract period.

Mandatory qualification requirements
Qualification requirements:
— Paid taxes and duties.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate no more than six months old issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the supplier has his registered office and by the tax officer in the corresponding county.

Qualification requirements:
— The economic and financial capacity to complete the delivery, where amongst other things
creditworthiness with no requirement for collateral will be sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Qualification requirements:
— The supplier must have scientific expertise with solid and relevant experience from assignments that involve research on cultural industries.
— The supplier must have an established position in relation to relevant Norwegian and international research environments and networks.
Documentation requirement:
— A description of the most relevant research assignments the supplier has completed within the knowledge centre's field of work over the last 5 years.
— Description of the supplier's management and of the supplier's network both nationally and internationally relevant to this assignment.
All assignment descriptions must be adequate for the contracting authority to be able to consider the de facto provider's qualifications. All items must be answered.
