K103 Molde High School - Turnkey contract for construction phase 2

Møre and Romsdal County Council, as the Principal, invites competitive bidding for the execution of the following contract in connection with K103 Molde High School construction phase 2:
— Turnkey contract
The tender competition applies to a turnkey contract for the execution of the project, including consulting and engineering, all disciplines. The services will include:
— Detailed engineering - all disciplines - for buildings and outdoor facilities
— Construction, buildings and installations - until physically assembled including documented internal control
— Executing, testing and MOM (Management, Operation and Maintenance) documentation
— Test run
— Handover
— Tasks related to public administrative procedures for initiation, temporary use permits and Certificate of completion.
All offers are to be delivered electronically via the Mercell portal, www.mercell.no within the deadline. Late tender will be rejected. (The system also does not allow to submit quotations online via Mercell after the tender deadline).

It is recommended that the offer is submitted well before the deadline, for example A minimum of 1 hour before the tender deadline.

The last delivered quotation is considered to be the final quote. The new offer must satisfy the same formal requirements.

Økonomisk og finansiell stilling:
Supplier must document that the company has financial execution capabilities through submission of official annual accounts for the last two years, 2011 and 2012 attached to the board and auditor's remuneration report.
Liability Insurance shall have a minimum coverage in accordance with. NS 8407:2011, point .8.2. Copy of insurance police is attached as documentation.
Teknisk og faglig kapasitet:
To be eligible, the supplier must document that the supplier's business and suppliers subcontracts and sub consultants have the necessary national approval for level of action/intervention class 2. If the supplier's business and supplier's subcontractors and sub consultants do not have National approval, the supplier can substantiate in some other way that the corresponding local approval can be achieved. Copy of previously awarded right to accept responsibility can be attached as supporting documentation. Copy of National approval for PRO (responsible designer), or alternatively copy of previously issued right to responsibility. Copy of national approval UTF (responsible contractor), alternatively copy of previously awarded right to responsibility. Foreign suppliers must document equivalent competence so that local approval can be achieved.
