IINR 1407 Operation and maintenance agreement of road lighting

Interkommunal Innkjøpsordning Nedre Romerike

The procurement shall cover the requirements for operation and maintenance of road lighting systems, in accordance with relevant regulations, standards and guidelines. The contractor is responsible for following this up through planning, engineering design, execution and documentation of the road lighting systems and in accordance with the contracting authority's “Road lighting standard for the IINR municipalities”, as well as requirements given in this document.

Self declarations - It is required that the contractor present self declarations. Documentation - Self declarations in accordance with annex 1 which verifies that the contractor fulfils, or in connection with contract award, will fulfil Norwegian statutory requirements in relation to health, environment and safety and comply with aesthetical requirements. The self declarations shall be attached the tender.

Tax certificate - The contractors are required to enclose a tax certificate verifying payment of taxes. A justification must be given for any arrears - Documentation: certificate for paid taxes and payroll tax from the chief municipal treasurer (Form RF-1244 ought to be used). The certificate must not be older than 6 months from the tender deadline.

VAT. Contractors are required to enclose a VAT certificate. A justification must be given for any arrears - Documentation: - Certificate for paid VAT from the tax collection office (Form RF-1244 ought to be used). The certificate must not be older than 6 months from the tender deadline.

Company registration certificate - Contractors are required to have a legally established company - Documentation: - Company registration certificate or certificates of registration in a trade register as mandated by the law in the country where the contractor is established.

Organisation and management – Documentation: - Overview of the company's number of permanent employees and number of managers during the previous years. - Organization plan

Økonomisk og finansiell stilling:

Solidity – Contractors are required to have sufficient economic and financial solidity to implement the assignment. Documentation: - The contractors must as a minimum achieve the credit score A; “worthy of credit” – Presentation of credit rating not older than 1 year. - The rating must be issued by a credit rating institution such as a banks and credit rating companies. - Alternatively, verification from auditor that the contractor is not subject to ongoing negotiations regarding composition with creditors or bankruptcy as well as payment remarks. Substantiate this by letter with the Auditor's signature and stamp.

Teknisk og faglig kapasitet:

Experience and expertise - The contractor is required to have an organization that has the capacity to carry out under the contract. - Documentation - Manpower for this assignment (organisation chart) with names and CVs for key personnel who will perform the assignment

References - Good experience is required from equivalent assignments. - Documentation; - The company's five principal public deliveries the previous three years. - Including information about the value, date and name of whom receives contact information for any reference collection Overview of equivalent assignments/agreements in the contract period shall also be attached.

HSE – Documentation: – Statement of the company's health, safety and environment policy. This also applies to sub-contractors, if any.

Quality assurance system: A good and well-functioning quality assurance system is required for the works provided. (ISO or equivalent) Documentation: - Statement of the company's quality assurance system/-management system. – Copy of certificate issued by a public quality control institution.

Guarantees/insurances – A valid liability insurance certificate must be attached – Copy of insurance certificate for company/liability assurance shall be attached.

Overview of competence – shall show planned and implemented training in accordance with the nature of the assignment included in the framework agreement. (Specified for each installer)

Overview of equipment – attach an overview of relevant operational equipment. It shall be stated if some of the equipment is hired/leased, and from which supplier.
