About the contracting authority
The Energy Recover Department (EGE) is an entity in Oslo municipality under the Town Council Department for Culture and Business. The departmnet is responsible for the final treatment of residue waste from households and runs the municipality's energy recovery plants at Klemetsrud and Haraldrud, as well as biogas plant at Romerike in Nes municipality (RBA).
EGE is the largest process industry company in Oslo. The entity is defined as heavy process industry within thermal energy production and has comprehensive electro and electromechanical complexity. The plants consist of five oven lines and three sorting lines.
EGE has the capacity to recycle 410 000 tons waste per annum. The treatment capacity in addition to the households'need is sold to other municipalities and businesses at market price. The plants produce approx. 840 Gwh renewable district heating and approx. 160 Gwh electricity.
The plants have 24 hour operation and only stop for revisions in the spring, summer or autumn. The plants have a separate maintenance organisation, which, in addition to daily maintenance and reconditioning carried out minor repairs and improvements. In cases where situations occur that are critical for operation, the contracting authority will use the contract with the external service provider to carry out major improvements and reconditioning in addition to general routine maintenance and service.
There are approx. 200 employees divided between the two recycling plants and the biogas plant. The department is certified in accordance with NS-EN ISO 9001 and 14001.
Purpose
This is a summary of the assignment, a detailed description is in the specifications.
The procurement is for the following services:
— service and maintenance of ventilation installations and cooling/heating systems, including air condition, heat pumps and air treatment installations,
— deliver spare parts as needed,
— document performed maintenance,
— when needed to offer engineering services such as designing a maintenance plan or making a total overview of all the ventilation systems.
Two annual services are carried out, one before the summer and one before the winter. The exact dates/periods shall be decided in cooperation with EGE. Any extra services will be ordered as needed.
An obligatory site survey/conference will be held for this competition.
