The contracting authority needs a contract with a hotel chain that shall be used if the municipalities need premises for unforeseen events such as fire, accidents, terror, natural disasters etc. This involves access to a conference room and small group rooms and in some cases overnight stays in single/double rooms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— The service provider must be a legally established company.
Documentation requirement:
— Company Registration Certificate.
— The service provider shall be affiliated to a publicly certified apprenticeship scheme. The apprenticeship scheme shall apply where the service is carried out and the service provider shall regularly take on apprentices.
— Self-declaration on affiliation to a publicly certified apprenticeship scheme, which will apply for the fulfilment of the contract.
— Overview of apprentices during the last 3 years.
— The service provider shall have his tax and VAT payments in order.
— Certificates for tax and VAT, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office. (§8-7). Use RF-1244.
— Foreign service providers must provide certificates from equivalent authorities to the Norwegian authorities.
— The service provider shall meet legislated HSE requirements.
— A HSE self-declaration shall be filled in (§8-8).
Økonomisk og finansiell stilling:
— The service provider must have sufficient financial capacity to implement the assignment/contract.
Documentation requirement:
— The company's most recent annual report, as well as recent information which with relevance to the company's fiscal figures (§8-4).
— The company's annual accounts or extracts thereof.
— The service provider must be credit worthy.
— Documentation requirement: Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures.
Teknisk og faglig kapasitet:
— The service provider shall have a level of staffing that the contracting authority considers satisfactory — this applies to both scope and qualifications.
Documentation requirement:
— Overview of the company's total manpower and an overview of manpower at each hotel that is offered.
— Experience from similar contracts is required.
— The company's principal deliveries over the last 3 years, including their values, dates and recipients.
(§8-4).
— The service provider must have a well-functioning quality assurance system/quality management system
— Statement of the quality assurance system/the quality management system.
If the company is certified, evidence of the certification must be attached.
— The service provider shall employ environmental management measures during the performance of the contract.

— The contracting authority requires that the service provider's wages and working conditions are in accordance with generally applicable collective agreements or national collective agreements for the area covered by the contract.

— The tenderer shall attach a self-declaration confirming that wages and working conditions are in accordance with the generally applicably collective agreements or national collective agreements.
— In those cases where sub-suppliers with manufacturing sites in countries outside the EU/EEA are used, it must be established that international concordance of work environment and employee's rights are met.
