HO-14-03: Administration services concessionary power

Engerdal, Trysil, Stor-Elvdal, Åmot, Alvdal, Folldal, Rendalen og Tynset kommuner

The municipalities in the procurement cooperation intend to enter into a contract for the procurement of services connected to the administration of concessionary power.
The municipalities intend to achieve the highest possible income from their rights, at the same time as keeping the risk at a moderate level. Both the contracting authority and the service provider of the administration services ought to have a joint interest in this aim. The service provider will, therefore, be an important strategic partner in the coming years.
In recent years the municipalities have had an incentive based administration contract that is based on a model with profit distribution between the municipalities and the service provider. This is a practice that the municipalities have good experience of and would like to continue with.
The contracting authority's rights are stated in the attached overview and are summarised in the remuneration model.

Requirement to submit Tax Certificate for VAT (National requirement).
Requirement to submit Tax Certificate for tax (National requirement).
Requirement to submit declaration in accordance with Regulations attachment 2 on HSE (National requirement).

Økonomisk og finansiell stilling:
Tenderers shall have adequate financial capacity for completion of the contract. Extended report from AAA Soliditet. The report shall be dated after the notice publication date for the competition. If this is not attached, confirmation shall be given that Abakus AS has the authority to obtain an extended report from Soliditet Online and base their assessment of the tenderer's economic and financial situation on this information. Information on the tender date applies.

Statement regarding company's quality assurance system/quality management system.
The tenderer shall have experience from similar contracts Tendering firms must document 3 equivalent contracts during the last 3 years. Equivalent contracts mean administration services connected to concessionary power. The documentation shall include the name of the contracting authority, extent, content and delivery date.

Tenderers must have a very good execution ability. This shall be documented by:-An overview of the service provider's total manpower.-Information on established cooperation partners or sub suppliers that have an influence on this delivery.
The tenderer shall have an environmental management system to ensure a low environmental impact when carrying out the delivery. The service provider shall document an environment management system that, as a minimum, consists of routines for seeing to the following elements: - The company's environment aims and environment policy - Environment strategy - Provision of the service in an environmentally responsible way, e.g. waste sorting and transport. A declaration from the company may be submitted which describes how the routines have been implemented and how they function. The submission of a valid certificate is sufficient in cases where the procedures are described in the organisation's quality or environmental management system in accordance with the Eco-lighthouse Program, ISO 14001, EMAS or an equivalent third party verified system.
