Heat delivery for heating buildings and hot tap water

Sørlandet sykehus HF

Sørlandet Sykehus HF would like to procure environmentally friendly energy for heating its hospital departments in Arendal and Kristiansand.
Environmentally friendly energy is defined by a minimum of 97 % of the annual delivered energy coming from renewable energy.
The delivery of energy is divided up into three sub deliveries and it shall be delivered in the form of circulating hot water to the buildings at the following addresses.
Sub delivery 1 Sørlandet hospital Kristiansand Main Plant SSK.
Sub delivery 2 Minor installations Kristiansand — 5 buildings/departments (3 places at Eg and 2 places in the Kongsgård area).
Sub delivery 3 Sørlandet hospital Arendal Main Plant SSA
Sub deliveries 1 and 3 shall also be offered with an option for reserve installations/back-up installations.
Tenders can be submitted for two alternatives in each sub delivery.
Alternative 1.
Deliver heat from a new heat plant at the hospital's site or at another site close to the hospital.
Alternative 2.
Deliver heat from an existing district heating network in the area.
Prices can be submitted for 1 or both of the sub deliveries.

Sørlandet hospital currently has district heating at all of these locations and they are all located within the concession borders for Agder Energi, but without an obligation to connect for existing buildings.

K 01 Tax certificate — Requirement: Tenderers must have submitted their tax assessments and paid tax and payroll tax. Documented by: Tax certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the Tenderer is planning to use sub-suppliers, tax certificates must also be provided for them.

K 02 VAT certificate — Requirement: Tenderers must have submitted their VAT statements and paid VAT. Documented by: VAT certificate. The certificate shall not be older than six months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, tax certificates for VAT must be provided for them as well.

K 03 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documented by: Company Registration Certificate or equivalent from the applicant's home country.
K 04 HSE self-declaration — Requirement: The tenderer shall vouch for the company working systematically to comply with the health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the Contracting Authority has the right to review and verify the company's system for safeguarding of health, environment and safety. R 05 Professional ethics, corruption/fraud etc. Requirement: If the tenderer's organisation, managers in the organisation or owners of the organisation are convicted of corruption, fraud, money laundering etc., this must be disclosed. Documented by: Negative confirmation or statements for any convictions and the subject matter. The conditions will be assessed according to the rejection regulations in PPR §20-12.

Økonomisk og finansiell stilling:
R 06 Financial and economical standing - Requirement: Tenderers shall have sufficient economical and financial solidity to carry out the contractual obligations. The contracting authority will assess the tenderer's fulfilment of the qualification requirement based on the following information. a) Latest submitted annual financial statements with notes including auditor's report. b) Income statement and balance sheet for the last six months if it is more than six months since the last annual report. c) Tenderers are free to substantiate their economic and financial standing by any other document, including for example by a parent company guarantee/bank guarantee. d) The Contracting Authority will secure rating reports on www.solidtet.no (delivered by Bisnode Credit AS) to verify this requirement. The Contracting Authority will evaluate whether the tenderer has sufficient economic and financial solidity to fulfil the contractual obligations, with emphasis on whether or not the tenderer has profitable operations, positive cash flow in the last year, and positive equity.

R 07 Tenderers shall describe the economic and organisational conditions that may affect the organisation since the last submitted annual accounts.
Teknisk og faglig kapasitet:
K 09 Reference lists for all relevant heat plans in the last 5 years shall be presented. Documented by: A list that, at a minimum, includes the customer/project, installation place, type of fuel, annual amount of energy delivered, installed system effect and installation year. The list shall be uploaded under this point. In order for suppliers to be qualified, the reference list must show that the tenderer has been a stable actor for plants of the size that the tender is submitted for. An evalution of the reference plan for the offered technology and size is particularly requested in the specifications chapter 2.3.7 and will be assessed as a minimum criteria for the accepted system in accordance with the separate requirements. It must be clear which sub deliveries qualification is being requested for (sub delivery 1, 2 and/or 3).
