A new school shall be constructed (1-10 years, 900 pupils). The existing school for adult learning, Smedstua VO will be demolished by Norsk Saneringsservice AS. The existing Haugenstua school is covered by this turnkey contract and it shall be demolished as soon as the new school is taken into use. The new school is to be constructed whilst Haugenstua is still open (secondary school).The new school has a total of 8633 m2 divided over a two storey building and a three storey building that are connected together with a middle building with two floors. A new transformer and outside areas shall be established with the accompanying playground apparatuses and car park. A noise reduction screen shall be built to conform to the noise requirements for the outside area.

Legally established enterprise

— A certificate of company registration must be submitted, or an equivalent certificate as determined by the laws of the country where the supplier is established.

Økonomisk og finansiell stilling:

— Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The entire credit evaluation report must be supplied and should contain key figures for the last three fiscal years. A rating should be carried out by an officially approved credit rating institution. The contracting authority reserves the right to obtain your credit evaluation if necessary.

— Annual reports for the last 3 fiscal years which includes the Director's report, income statement, balance sheet, notes, and auditor's report.

If the supplier of valid reasons cannot prove their economic position in accordance with the above requirements, the contracting authority will evaluate other appropriate documentation.

Minste nivå(er) av standarder:

1) Financial capacity to undertake the contract;

2) Minimum 500 MNOK in turnover on average in the last 3 years;

3) Minimum 15 % equity ration on average in the last 3 years.

Teknisk og faglig kapasitet:

— An overview of corresponding assignments carried out during the last 5 years, together with testimonials of satisfactory execution of the most important work. The testimonials should state the value, time frame and place the work was performed and indicate whether the works were professionally and properly completed. References ought be given and Undervisningsbygg is given authority to contact them.

— Information on the education and professional qualifications at the contractor and the company's administrative management (competence matrix) and in particular for the persons who will be responsible for carrying out the assignment/the services (CVs that show the offered personnel's education and work experience, and an overview of previous contracts with a statement of the contracting authority, size, value and type/nature and the employee's role in the project)

— A statement of the supplier's average workforce and the number of employees in the administrative management in the last three years (can be the same document as the expertise matrix).

— Central approval or declaration that the company/organisation is eligible for local approval

— Certificate for the company's quality system/management system issued by independent bodies that confirms the supplier fulfils certain quality assurance standards, for example ISO 9001:2002.

— The Contracting authority also accepts other documentation as proof that the supplier has equivalent quality assurance measures.

Good competence and experience from equivalent contracts ( Turnkey contracts of an equivalent size and nature.)

Sufficient capacity,

Central certification/qualified for local certification for development class 3.

The supplier must document that they posses a satisfactory quality assurance system.
