H0360 Sandsli nursing home — engineering design services in a group contract

Bergen municipality plans to establish a new 120 bed nursing home in Fana Sandsli cadastral no. 116 use no. 107. Based on the plot's size and degree of usability, approx. 14 decares and %BRA=200, consideration is also being given as to whether sheltered accommodation flats shall be established as part of the same project. This will be clarified before the contract for the engineering design services is signed.
The price for the full engineering design services (all discipline categories) for a 120 bed nursing home shall be given in the response document. In addition an option price shall be given for engineering design services for sheltered accommodation flats. The price shall be stated per 1 000 m² new building and will, if the option is taken up, be calculated in accordance with the actual number of squared metres requiring engineering design services and this will be added to the contract's total price.
The Municipal Department of Health and Care has produced a description of the desired functions as well as the required rooms at the nursing home.
The plot has been purchased from Statoil pensjonskasse with development plans in place. The area is approx. 14 decares. %BRA = 200. The plot is relatively flat with forest vegetation. Access to the plot area is expected to be from Sandslimarka. Ground surveys, amongst other things will be carried out as a part of the planning work for the development of the project.
A development process is being carried out in the actual area, this plot is a part of this. The plot is currently regulated for office purposes, but it shall be re-regulated for public purposes. The regulation process is expected to be completed spring 2015. Underground parking for vehicles will be required. This is not visualised in the attached function description/room programme. The stated fees in the response document shall also allow for engineering design services for a car park for a minimum of 100 vehicles.
The site is located within the BKK District Heating's concession area. The heating plans for the building must be based on connection to this.
The provisional budget in Bergen municipality's proposal for the finance plan 2014-2017 is NOK 520 700 000. The above mentioned figure is a guideline and is not binding for the engineering design services.

Minste nivå(er) av standarder:
1) The company shall have competence and experience within the relevant disciplines, and shall have carried out assignments of the same complexity/degree of difficulty and extent/size.
The company shall have competence and experience with engineering design services for health buildings.
Foreign companies: Experience is required from assignments in which the engineering design services were based on Norwegian law and rules.
2) The company shall have systems for quality assurance.
3) Tenderers are required to have qualifications for the actual certification areas equivalent to the stated development class as shown in the table ‘Certification areas for central certification of the company’ annex 1.2.
