Beskrivelse av opsjoner:

The framework agreement for services within graphical design will be valid from the date the new graphical profile is completed and for 2 years, with an option for an extension for a further 1 + 1 year.

Requirement: The service provider shall be a legally established company.

Documentation:

Norwegian service providers:

— Company Registration Certificate.

Foreign service providers:

— Confirmation that the service provider is registered in a trade register or company register in accordance with the law in the country where the service provider is established.

Økonomisk og finansiell stilling:

Requirement: The tenderer shall have sufficient financial strength to be able to fulfil the contract.

Documentation: The service provider's annual financial statements, including notes, and the management and audit reports for 2012 and 2013.

The Contracting Authority reserves the right to carry out a credit assessment from Experian. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.

Teknisk og faglig kapasitet:

The service provider shall have extremely good execution ability:

Documentation: A short, overall description of the organisation shall be given, including:

— An account of the company's business concept and core competencies related to the scope of the delivery.

— An overview of the company's history, organisation and ownership, as well as a description of the current business.

— A description of the service provider's general execution methodology, including, amongst other things, how the service provider normally organises itself internally for the execution of this type of assignment.

— A short description of the general quality assurance system that the service provider will use for fulfilment of this contract.

Requirement: The service provider shall have good experience from similar contracts.

Documentation: Completed reference form with a description of a maximum of five similar contracts in the last five years. The reference form shall include:

— A short description of the delivery, with a focus on the reference project's relevance and similarity to this delivery.

— A description of how the service provider put together and organised the team that carried out the delivery.

— How the delivery was carried out.

— Date of execution.

— Scope of delivery in monetary amount.

— Whether the delivery was completed within the deadline.

— An example of the final product.

— Name, and telephone number of the reference person at the contracting authority.

The contracting authority must have the possibility to contact the contact persons who are listed.

Objektive utvelgelseskriterier:

The contracting authority will limit the number of service providers who will be invited to submit a tender. If there are a sufficient number of qualified service providers who fulfil the qualification requirements, the number of participants who will be invited to submit a tender will be limited to a minimum of three. The selection will be based on which service providers are seen to be the best qualified in accordance with the listed qualification requirements, based on the received documentation. The contracting authority will select the qualified service providers on the basis of the criteria connected to a good ability to fulfil the contract and good experience.
