The Norwegian Ministry of Foreign Affairs

Delivery of global closed/private WAN network with QoS /prioritization (MPLS and satellite connections), which links the Ministry of Foreign Affairs' (MFA) foreign service missions (FSMs) abroad together in a common communication infrastructure that meets the MFA requirements on service quality.

Beskrivelse av opsjoner:

1. The MFA shall have the option to prolong the contract for up to two years.

2. Internet broadband to the FSMs will primarily be provided by the individual FSMs from a local provider/ISP. However, the MFA want options for this Internet capability delivered as separate connection from the main compound, with dedicated customer located equipment, as follows:

a. The MFA shall have an option for delivery of broadband Internet as a service, for one or more FSMs.

b. The MFA shall have an option for delivery of broadband Internet via satellite to the FSMs, where this may be appropriate.

Norwegian suppliers: Company registration certificate from the Brønnoeysund Register.

Foreign suppliers: Certificate of registration in the company register as prescribed by the law of the country where the supplier is located.

Økonomisk og finansiell stilling:

A. A copy of the liability insurance (professional risk indemnity insurance).

B. The suppliers last three annual reports, including the auditors’ report and the directors’ report , to the relevant public authority of the country where the supplier is located, for example Brønnoeysundregisteret in Norway, as well as any new information of relevance to the company accounts.

C. Figures that shows the suppliers' operating revenues for the last three financial years from equivalent deliveries to what this notice includes (that is; total operating revenues minus operating revenues within other product and service areas).

D. The supplier may rely on other companies‘ capacity regarding financial/economic strength. In that case, the supplier shall attach the request:

1. A completed guaranty from the parent/partner/subcontractor as shown in the attached template for a parent company guaranty. The guaranty must be issued by the group‘s parent (the highest legal entity in the group ) if the other entity is a group.

2. Documentation referred to in paragraph B. above for the the company/group the supplier relies on.

3. Documentation referred to in paragraph C. above for the company/group the supplier relies on.

Minste nivå(er) av standarder:

The supplier shall have adequate financial and economic capacity to carry out the contract. Including; the supplier’s average annual operating revenues for the last three completed financial years must exceed 200 million NOK.

Teknisk og faglig kapasitet:

A. A thorough written description of the technical quality and geographic coverage of the suppliers existing infrastructure relevant to the services requested in this notice, including maps showing the overall global topology.

B. Appendix 4 to the qualification document shall be completed and attached the request.

C. Organizational plan and expertise of personnel relevant to requested services in this notice, including geographic availability of local service personnel.

D. Summary of the supplier’s quality assurance methods, including a copy of any certificate(s) issued by the certification body certifying compliance with quality assurance standards. The supplier shall also submit documentation of their continuous improvement methods.

E. A Reference List including a description of the supplier’s most important deliveries effected the last three years relevant to the provision of WAN-services requested in this notice, including information on the value of the deliveries, country, time spent, time, number of locations per country, equipment and technology choices and the name of the public or private customer. It must be stated what was delivered and what role supplier had in the delivery.

Minste nivå(er) av standarder:

The supplier shall have sufficient technical and professional skills, sufficient organization and capacity to ensure quality in the implementation of performance of the contract.

This shall include:

— The supplier shall be able to deliver MPLS/ SAT connection with QoS/prioritization to all of the countries/locations specified in Appendix 4. Minimum coverage of land lines shall be 75 %. Use of subcontractors for international land lines (IPLC) , for example in countries where the supplier does not have presence/POP shall be limited to a maximum of 10 %. The limitation does not apply from PTT to tail/local loop within a country.

— The supplier shall also be able to provide options for broadband Internet via land line and VSAT, with a total coverage to at least 50 % of the countries/locations specified in Appendix 4. Distribution between land line and VSAT for the options shall follow the same principle as the main scope (minimum 75 % land lines).

— The supplier shall also have completed at least three relevant deliveries of comparable size and scope of the last 3 years.
