The Marine Research Institute intends to procure a gas chromatorgraph connected to a triple quadropole mass spectrometer (GC/MS/MS). The instrument shall be fully integrated with sofware that controls all the units in the system from the analysis of samples via data processing to reporting qualitiative and quantiative information.
The Marine Research Institute would also like an option for a service contract.

The supplier shall have an orderly system in relation to payment of tax.
Tax Certificate, issued by the Tax Office or Tax Collection Office (form RF-1244 B). The Tax Certificate must not be issued more than 6 months from the tender deadline.
The supplier shall have an orderly system in relation to payment of VAT.
VAT certificate (Certificate for paid tax issued by the Tax Office or Tax Collection Office (form RF-1244)) which is not issued more than 6 months before the tender deadline.
Foreign suppliers are to provide authorisation from the corresponding authorities in the countries where they are registered for tax.

Teknisk og faglig kapasitet:
The tenderer is required to have good experience with similar assignments.
The supplier must complete the reference form, concerning the three most important relevant contracts in the last 3 years, including their scope, value, time frame and the client or recipient. There must also be a summary of contacts for the contract in question, along with the telephone numbers and e-mail addresses of contacts. Documentation with published analysis methods and references from other laboratories with equivalent instrumentation shall be enclosed with the three stated references.

The task requires suppliers who have procedures and systems that ensure a low environmental impact by the execution of delivery.
Description of the company's procedures and systems connected to the choice of chemicals – and handling, traceability of raw goods recycling/minimization of packaging materials.
If the routines are described in the company's quality or environmental management system according to ISO 14001 or equivalent 3rd party verified systems, the valid certificate, as well as a copy of relevant procedures, must be presented.
The assignment requires suppliers who have systems for quality management and effective flows of goods.
Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement. If supplier holds an ISO 9001:2000 or later certificate, this may be attached.

If a tenderer has sub suppliers, these shall also be qualified.
— Suppliers shall give an overview in their tender of the sub suppliers and cooperation partners that can be relevant and that could be used, as well as an overview of their estimated contribution.
— Suppliers must document that they can use the resources that are offered from sub suppliers through a written contract, binding statement etc., cf. vedlegg 5: Binding statement. The contracting authority will make the supplier responsible for services provided by the tenderer's sub suppliers. Suppliers will, therefore, have the same responsibility for their sub suppliers' services as for their own.

— The contracting authority reserves the right to approve the choice of sub suppliers. Any financial requirements from sub suppliers or costs connected to this shall be borne by the supplier.
— Information shall be given on how the cooperation relationship between the supplier and sub supplier(s) is founded and organised and whether it is a permanent cooperation relationship and any time aspect for the relationship.
— A short description shall be given of the sub supplier's organisation, company form and ownership structure as well as the name of the manager.
If the tenderer will use other suppliers' competence and capacity to be qualified, a binding statement must be enclosed that verifies this relationship, cf. annex 5. The statement shall be signed by the sub supplier.
