Statsbygg, and the Professional Resource Centre Department, hereby extend an invitation to competitive bidding for framework agreements for consultancy services within the discipline of geotechnics/engineering geology and soil contamination.
The professional resource centre is a department at Statsbygg and comprises several different professional units who provide consultancy services for Statsbygg's projects. The Building Section (FB) has periods with a heavy work load and therefore requires external capacity. In order to increase the capacity and obtain special expertise, we seek a framework agreements within the disciplines of geotechnics/engineering geology and ground pollution.
A single framework agreement will be entered into for geotechnics/engineering geology and another one for contaminated sites.

It is difficult to estimate the extent of the assignments that will be ordered under the framework agreements, as it depends on considerations such as future funding and the future staffing situation. The purpose of the framework agreements is to be able to accommodate peak demand at the section.

Regarding geotechnics, the annual need may lie in the range 0.3–0.5 full-time equivalents (FTEs) and for contaminated sites from 0.2–0.3 FTEs.
When a need arises, Statsbygg [Public Construction and Property Management] will call for assistance pursuant to the Agreement. The Tenderer is expected to be provide one of the contracted advisors within about 5 days after each request. It is understood that one of contracted persons will be provided.

The framework agreement will be entered into for a period of 1 year, Statsbygg has the right to extend the agreement for up to 3 years (1 + 1 + 1 years).

Tenderer shall have a legally established enterprise and sufficient capacity.
— Company Registration Certificate.
— Overview of the business's manpower (number of employees) that carry out assignments within relevant service categories.

Tenderer shall have sound economical implementation ability.
— Extract of the Annual statements for the last three years, with auditor's reports.
Statsbygg retains the right to collect a credit appraisal of the tenderer.
Two tax certificates and fee certificates shall be submitted:
— Certificate issued by the treasurer/municipal treasurer where the contractor has the main office (tax, garnishment, employers' national insurance contributions).
— Certificate from the tax collector in the relevant county (VAT).
The certificates should not be older than 6 months from the tender deadline.
Teknisk og faglig kapasitet:
The tenderer (company) shall have proper professional qualifications.
— Brief description of the company's general expertise.
— List of completed contracts (with value transfer) completed in recent years, especially when working for project owners or when auditing others. The overview shall give information about the assignment content, size of the contract and the time for implementation.
